Job Description

Introduction
The Government of Zimbabwe has received funding from the World Bank-Global Financing Facility to implement the Zimbabwe Health Sector Development Support Project (HSDSP) Additional Financing V. The objective of the programme is to sustain coverage and improve the quality of an integrated package of Reproductive, Maternal, New-born, Child and Adolescent Health Plus Nutrition (RMNCAH-N) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. Cordaid is the Programme Implementing Entity.

The project will expand the Results-Based Financing (RBF) package of services to cover prioritized RMNCAH-N and other related services to respond to Zimbabwe’s burden of disease while also reconfiguring the RBF approach to appropriately respond to the COVID-19 pandemic. In addition to continuing to support institutionalization of the RBF programme in Zimbabwe, the project will support central hospitals and provincial hospitals through quality focused RBF; pilot extended supply side of community RBF through community-based health workers; scale up the pilot urban RBF to the remaining facilities in the two urban cities i.e. Harare and Bulawayo and undertake a feasibility assessment of introducing the health equity card. The project will also support the Government’s COVID emergency response and further strengthen institutional capacity through implementation of selected health financing reforms

Purpose of the position
The Quality RBF Health Specialist will be responsible to promote and support the RBF approach, its main features, objectives, and (would-be) results for Quality Focused RBF at Provincial and Central Hospitals level (QFRPCH).

Duties and Responsibilities

• Coordinate the Quality focused RBF and provide technical assistance and advice on programme design and implementation for QFRPCH at the Provincial and Central Hospitals level
• Work very closely and capacitate the QA and Family Health Directorates and Quality focal persons of Central and Provincial Hospitals to facilitate the institutionalization of the approach.
• Capacitate and support Provincial and Central hospitals to develop Operational Plans of good quality addressing priorities in improving RMNCAH-N services and applying innovative strategies.
• Design, develop and adjust the tools needed in the implementation of RBF at Provincial and Central Hospitals and contribute to the RBF National Scale-up
• Maintain an electronic folder on the server with the latest versions of all instruments and manuals.
• Participate in the development of the Programme Implementation Manual (PIM) addendum and Verifications Guidelines for QFRPCH
• Develop training materials for RBF at Provincial and Central Hospitals level.
• Work with Data Analyst, Database Manager, and DHIS2 programmer in ensuring the database meets the requirements of the QFRPCH Programme.
• Work with PRBFOs and support them as required to ensure smooth implementation of the QFRPC.
• Attend MOHCC key TWG (RMNCHAH-N, Maternal Perinatal Death Surveillance and Reporting ((MPDSR), RBF technical review meetings and all relevant meetings at Provincial and Central Hospitals level and PHT meetings and provide feedback and technical guidance on Quality Focused RBF design and implementation
• Review issues from Weekly updates/Quarterly /Biannual/PHT/Maternal mortality reports and respond to issues pertaining to implementation and prepare quarterly and biannual reports.
• Work with the Communications specialist to ensure the quality documentation and updating of the MSC report on QFRPC,
• Work with the operation research analyst to support the operation research on QFRPC and its documentation
• Provide quality, accurate, and timely data analysis of monthly and quarterly data derived from the QFRPC program database and advise on strategies for improvement by working the Data Analyst.
• Conduct the quality and accuracy verification of the Provincial and Central Hospitals invoices and approve for payment.

Qualifications and Experience

• First degree in Medicine, Postgraduate university degree with a specialization in Public Health or Epidemiology is an added advantage.
• Master’s in Obstetrics and Gynecology is an added advantage.
• Experience of at least seven to ten years in the public health sector (and more in particular RMCAH-N, SRHR) is required
• Strong health data analysis, monitoring, and evaluation skills
• Experience in Results-Based Financing is a strong asset
• Good organizing skills
• Discreet, honest, trustworthy (trusted), proactive, methodical, diplomatic, task-oriented, and team player
• Experience in working with the public health sector would be an asset
• Previous experience of working with INGOs would be an asset
• Experience in preparing reports and delivering presentations
• Excellent oral and written English
