Job Description

The JF Kapnek Trust was established in 1986 and its mission is to improve family health, reduce child mortality, provide a protective environment, and create educational opportunities for the children of Zimbabwe through the implementation of scalable, sustainable programs. We are recruiting for a Provincial Technical Officer who will report to the Provincial Manager. The position will be based in Masvingo with frequent visits to our six districts of operation in Masvingo province.

Duties and Responsibilities

Overall responsibility
The Technical Officer will be a key member of the Provincial technical/program team and focused on coordinating technical assistance to the MOHCC at provincial, district and site level. The Technical Officer will be responsible for coordinating training, technical assistance, and mentorship to district teams as well as coordinating and monitoring COVID training (IPC, Case Management, Surveillance, Mental Health, and continuity of other essential services). The Technical Officer will be a clinician with experience in HIV/TB and infectious disease management and an experienced mentor with the ability to coach less-experienced clinical providers to implement COVID care while maintaining essential services.
Main responsibilities
Coordination and Technical Support: Participate in provincial and district level COVI-19 planning and review meetings; Coordinate JF KAPNEK ‘s participation in COVID-19 response activities; Support roll-out of surveillance strategies and routine data analysis for COVID19-like illness and explore syndromic illness among HIV/TB clients through an understanding of the routine data sources of HIV Care (i.e. EPMS OI/ART Registers) and how they may be utilised to obtain this information; Coordinate program interventions for health care worker COVID screening and self-care; Coordinate roll-out of COVID-related trainings (IPC, Case Management, Mental Health to all priority sites and relevant communities; Support the MOHCC with the identification of appropriate facilities (churches, stadiums, hotels, schools etc) for quarantine and conducting needs assessment for such facilities; Support the implementation of social distancing measures and other precautionary activities within the quarantine and isolation facilities; Support the Identification PLHIV among the returnees and work with MOHCC to develop appropriate HIV care services, including ART refill and VL testing where necessary including other Primary Health Care package; Support MOHCC to link returnees to HIV testing services (self-test kits distribution and HRH assisted testing where appropriate); Work with MOHCC to conduct effective support and supervisory visits to facilities which offer COVID treatment and care; isolation facilities; quarantine facilities and non- COVID designate facilities to monitor their preparedness and response.
Mentorship and coaching: Facilitate post-training mentorship to site-level health care workers (facility and community); Support sites to ‘zone’ services and ensure COVID care is managed as well as essential health services to avert indirect morbidity and mortality; Build capacity of site level health care worker in non-COVID sites to deliver high quality screening and referrals; Mentor health care workers at isolation / quarantine facilities to provide appropriate HIV /TB care services; Support case reviews to manage unfamiliar or complicated cases or referrals when appropriate; Work with MOHCC to assist in solving Problems -- Analysing information and evaluating results to choose the best solution and solve problems related to the outbreak response at provincial, district and facility level; Provide technical assistance to support the implementation of COVID-19 care guidelines; Provide technical assistance for documentation, aggregation and reporting of COVID-19 care statistics in all COVID-19 care facilities; Monitor Processes, Materials, or Surroundings -- Monitoring and reviewing information from materials, events, or the environment, to detect or assess problems in the COVID-19 preparedness and response activities with MOHCC; Provide Consultation and Advice to Others -- Providing guidance and expert advice to management or other groups on technical, systems-, or process-related topics in the COVID-19 response at provincial, district and facility level.

Qualifications and Experience

Qualifications and requirements
MBChB or equivalent; 2.5 to 8 years in public health- experience with infectious disease; Experience in quality improvement at the clinical level, with experience in management of infection prevention and control; Be familiar with MOHCC guidelines for COVID-19 and other infectious disease outbreak preparedness and response at provincial, district, facility, and community levels; Sound understanding of public health technical areas; Experience with HIV/TB programs would greatly enhance the application; Familiarity with Zimbabwean public-sector health system and NGOs and CBOs highly desirable; Ability to work independently and as a team player; Good communicator Sound interpersonal skills with the ability to establish and maintain relationships with various MOHCC stakeholders involved in the COVID-19 preparedness and response; Well organised and able to prioritize work and understanding his/her work outputs.
