About
The Paris Agreement requested the Global Environment Facility (GEF) to support the establishment and operation of the Capacity-building Initiative for Transparency (CBIT) to assist developing countries in meeting the enhanced transparency requirements of the agreement in both the pre and post-2020 period. The CBIT aim is to enable countries to establish or strengthen their in-house capacity to track progress on national commitments made under the Paris Agreement, and also to produce more comprehensive and accurate reports capturing their implementation in the medium to long-term. The CBIT also supports countries to build capacity to enhance their level of ambition under the Paris Agreement, including by enhancing capacities for the generation of more accurate and updated data on emissions in all sectors, as well as in the impacts of adaptation measures in increasing resilience of communities and ecosystems.

Zimbabwe applied for support from the GEF to strengthen the capacity of local institutions to conform to the Enhanced Transparency requirements of the Paris Agreement. The project was approved and implementation is earmarked to start in 2021 and end in 2024. To that end, the Ministry of Environment, Climate, Tourism and Hospitality Industry (MECTHI) is seeking the services of a full-time Project Coordinator (PTC) with a financial background to coordinate the implementation of the CBIT Project in partnership with the CBIT Focal Person in the Climate Change Management Department, Ministry of Environment, Climate, Tourism and Hospitality Industry (MECTHI). The candidate should be highly motivated, enthusiastic, and capable of working independently. The PTC will be recruited by MECTHI. His/Her involvement in previous activities related to Climate Change is a major pre-condition.

Duties and Responsibilities

Duties
Duties of the PTC include: Ensure that project implementation is carried out according to the project design and the outputs are delivered and outcomes achieved to the required standard of quality within the approved timeframe and budget; Regular communication with relevant ministries, governmental agencies, co-finance partners, PSC members, members of ad-hoc technical working groups and all other key stakeholders; Organize and facilitate the inception workshop, project steering committee meetings and other project meetings; Undertake timely reporting to the PD and the IA as per the M&E Plan and the project cooperation agreement requirements; Prepare annual workplan and budget revisions and update the project Procurement Plan, as required; Ensure technical quality of products, outputs and deliverables; Monitor the implementation of Gender Action Plan and report to Project Steering Committee; Periodic reporting to UNEP and the PSC for allocation of the GEF grant according to the quarterly and annual work plans and budgets in coordination with UNEP and Project Director.

Qualifications and Experience

Recruitment qualifications
Education: Advanced Degree in Environmental Science, Natural Resources Management, Geography, Public Policy, Climate Change or related field.

Experience: At least 5 years’ experience in a climate-related field; Experience of managing complex projects over several years involving development partners; In-depth practical knowledge of National Communications, Biennial Update Reports (BURs) and related UNFCCC processes; Appreciation of the Enhanced Transparency Framework (ETF) under the Paris Agreement is essential; Strong knowledge of government policies and strategies on climate change, particularly the National Climate Policy, NDCs, LEDS and NAP and their implementation frameworks; Demonstrated capacity on UNFCCC transparency frameworks and MRV systems; Strong understanding about global and national climate change capacity development and how these relate to sustainable development.

Language
Fluency in both written and spoken English and any one local language.
