Location: Burkina Faso (with frequent travels from time to time in and out of Burkina Faso)
Contract Period: 1 year but engagement will depend on availability of funding (There is a possibility of extension based on availability of funding and satisfactory work performance)
Job summary
The general purpose of the position is to ensure the implementation of the overall Young Africa programme in Burkina Faso. The Programme Manager will be responsible for the activities, planning and monitoring, ensuring the quality of implemented activities in compliance with donor's regulations, YA Standard Operating Procedures and Policies. He / she will be in-charge-of staff supervision and evaluation, of ensuring a proper management of the allocated budget to achieve the planned objectives as per work-plan, of maintaining the relations with donor's representatives and relevant local stakeholders.

Duties and Responsibilities

Responsibilities
Ensures the planning, implementation and monitoring / evaluation and sets targets as included in the project’s description; Guarantee an efficient financial management for all projects in compliance with YA’s policies and donor regulations; Team management and projects integration assurance for teams working at the targeted health facilities targeted, mobile units and centers to guarantee project quality as per required standards; Deliver quality reports to YA HUB office and line ministries in good quality and in a timely manner, including the findings in terms of impact / changes at the level of beneficiaries achieved through the projects; Effective manage project team to ensure high output and quality programming; Collaborate with project partners and other stakeholders to be involved in the project; Facilitate the registration of YA as a NGO and Vocational Skills provider in Burkina Faso and with relevant ministries; Preparing regular update of projects activities work plans and related financial plans with the contribution of the national staff ensuring timely and quality implementation in compliance with the defined projects' strategy, as well as YA and donor guidelines; Guarantee the application of procurement procedures and donors’ rules for reporting and implementation; Periodic field visit to the projects' locations to ensure the quality of training and activities are in compliance with the internal and donors' standards; Preparation of proper and timely reports to be submitted to the Projects Coordinator and to the donor; In collaboration with M&E officer, develop tools to assess, analyse, evaluate and document the impact of the project; Managing budget properly to achieve the projects' objectives; Supporting eventual budget and Programme revisions; Support the development, implementation and evaluation of YA’s strategy and projects, providing updated information, inputs and recommendation for new and on-going interventions in the country; Identify capacity gaps in key national staff and support actively their capacity building; Train, coordinate and supervise the project team and evaluate their performance; Ensure the projects' staff respect YA rules and regulations, and adheres to YA’S Values and Code of Conduct; Prepare the projects' narrative and support in preparing financial reports according to donor requirements; Ensuring all support documents (means of verification) and general projects' documents are properly filled in and filed; Contributing in preparing and submitting new project proposals; Along with the project team, establish and maintain collaborative relations with project partners, local authorities, other local TVET institutions, stakeholders and other organisations working in the project areas; Proactively participate in relevant coordination meetings at national, regional, district and field level as required; Ensure regular updates to Projects Coordinator at YA HUB.

Qualifications and Experience

Qualifications
Hold a Master's degree in social science or any related field; At least 5 years of direct professional experience working as project manager on humanitarian project / Programme, including financial management responsibilities; Demonstrate minimum 3 years’ experience in the implementation of multi-sector humanitarian programming in complex emergencies; Experience in facilitating registration of organisations in a new area, starting-up new projects; Experience in implementing livelihood projects specifically Technical Vocational Education Training programs; Excellent analytical skills, observation and analysis capacity; Attention to detail and structured way of approaching tasks (well organized); Ability to plan and result oriented (proactive); Able to ensure quick quality delivery in stressful environment (stress-resilient); Ability to adhere to deadlines and respect line management; Excellent written and spoken English & French a must.
