Job Summary

To provide strategic thought leadership to the consortium and ensure effective implementation of the project in improved awareness of COVID-19 risks, transmission and prevention and implementation of infection prevention and control measures and positive behaviour among vulnerable communities and at public places in CARE operational areas.

Duties and Responsibilities

Key duties and Responsibilities

· Develops Project AOP in line with Country Office requirements and submits to the Emergency Coordinator.

·Coordinates, reviews and consolidates project team members Individual Operating Plans (IOPs).

·Provides input into programme design, development processes and participates in Country Office Leadership Team (COLT) and other meetings.

Reviews and analyses project documents such as proposals, log frame, budget, work plan and other approved project documents.

Develops, reviews and updates project implementation plans and leads the project start up processes.

·Organises start-up activities with stakeholders such as partners, Government, communities and staff members.

·Develops the RCCE strategy, initiates baseline surveys, assessment of public places and the setting up of mechanisms for cash transfers.

·Develops program communications such as radio messaging, mobile van messaging, digital messaging and sets up WASH facilities and provision of hand soap and PPE.

·Trains communities, government, local authorities, extension staff, community volunteers and structures.

·Oversees the implementation of the project work plan and provides oversight, technical assistance to project partners and stakeholders as per approved work plan.

·Prepares and implements project close out plans and monitors compliance with internal guidelines and donor contractual guidelines.

·Reviews, monitors the implementation of the Monitoring and Evaluation plan and develops M&E reports.

·Uses project M &E and Learning data to reflect, guide project implementation and where necessary propose changes or modifications to the programme design.

·Sets the learning agenda for the project and oversees the related process throughout the project life cycle.

·Ensures participation of External Stakeholders through sensitisation and regular review meetings.

·Ensures participation by project staff and partners in stakeholder’s meetings and community functions.

·Provides oversight and technical assistance to project partners as required by the project.

·Receives project information from the staff and partners, prepares project reports in compliance with donor and internal requirements.

· Identifies, where possible, potential programme design areas from the project and makes appropriate recommendations.

·Develops overall project objectives, implementation strategy, reporting systems and internal controls.

· Carries out an ongoing evaluation of staff, identifies performance strengths and deficiencies, and arranges for necessary action

.Monitors the overall welfare of staff and takes the appropriate action for immediate assistance.

. Receives project budget, in collaboration with the project Accountant and prepares quarterly forecasts, implements project activities in line with budget.

·Reviews project expenditure reports on a monthly basis and donor reports annually and provides feedback to Finance.

·Reviews partner’s financial reports in-line with narrative performance in collaboration with Project Accountant and where necessary takes corrective action.

·Promotes and maintains an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.  

· Creates an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse.  

Qualifications and Experience

Qualifications
Qualifications, Skills and Experience

A Degree in public health, management, International Relations, Development Studies or equivalent,
Qualification in communications or Media studies will be an added advantage.
5 to 6 years’ relevant experience in community development/ humanitarian work, with minimum of 3 at a supervisorial or managerial level.
Good interpersonal and communication skills
