Applications are being invited from suitably qualified individuals to fill in a vacant position of Programs Manager in a local NGO. The incumbent will join our group of professionals with diverse backgrounds working in unison to promote good governance of natural resources in Zimbabwe.

Duties and Responsibilities

Key Responsibilities

The incumber will be responsible for the management of the team and implementation of all projects in consultation with the Executive Director.

PROGRAM MANAGEMENT
 Provide quality and timely management of project lifecycle for current projects including submission of programmatic and financial deliverables.
 Working with the M&E Officer, the Programs Manager will develop and implement annual work-plans and monitoring and evaluation activities, with an emphasis on quality, timeliness, and overall value-for-money.
 Oversee research activities to investigate corruption, illicit financial flows, human rights abuses and general impacts of extractive industries on communities.
 Contribute to financial and other reporting requirements for donors.
 Identify future new program areas and funding opportunities for the organization
 Support the application of appropriate internal controls to protect donor assets.

COMPLIANCE
Working closely with the Management Team, the Programs Manager will be responsible for advising the Executive Director on all matters relating to compliance. The Programs Manager will be responsible for enforcing measures and instruments put in place to enforce audit findings, particularly in respect to officers under his/ her supervision. Below are the specific tasks:

 Implement measures to address relevant audit findings by both external and internal audits.
 Ensure all program staff understand and respect grant regulations.
 Promote and demonstrate an ethical environment in line with the organization’s values and code of conduct.

COORDINATION

 Promote effective engagement with all stakeholders in the extractive value chain, particularly the government, extractive industries, donors, civil society

CAPACITY-BUILDING AND MANAGEMENT

 Lead, assess and develop staff through building technical- and management-related key performance indicators, to build and empower a sustainable team.
 Fulfill other management functions as required by the organisational strategic thrust.

OVERALL RESPONSIBILITIES:

The programs manager reports directly to the Executive Director and is responsible for supervising project officers and ensuring projects are implemented efficiently and timeously. The task involves the following responsibilities and duties:

 Lead the technical implementation and management of all projects, while being accountable to the Executive Director
 Provide high level and strategic advice to the Director in the development, management and delivery of a range of programs and advocacy activities;
 Provide strategic management and supervision of staff, as well as management of financial resources for all projects.
 Ensure coherent integration of numerous different projects, advocacy activities and research to achieve the broader long-term goal of the organization’s programme.
 Lead strategic planning and implementation of the office’s annual work plans, learning, monitoring and evaluation to demonstrate the impact of the organization’s interventions
 Ensure effective application of the organization’s standards of work in areas of responsibility
 Represent the organisation at the highest levels, including with government and inter-governmental officials as well as civil society groups, and media
 Serve as a member of the Management Team
 Provide guidance to the programs team including the development and management of operational procedures
 Contribute to organizational growth and strengthening through developing sound proposals
 Consolidating all monthly departmental reports into a brief organizational reports and progress updates
 Collect information required for donor reports from respective departments.

Qualifications and Experience

Our ideal candidate will possess the following:

 At least 8 years of experience in managing people, budgets, and programs in the NGO sector.
 A Master’s Degree in Social Sciences
 Significant operational and program management experience with demonstrable experience in the management of grants and donor relations in human rights, governance, natural resources or extractives sector.
 Demonstrated ability to build local technical, management and leadership capacity.
 Fluent in spoken and written English, with excellent oral and written communication skills
 Proven financial management experience and ability to formulate, implement and track budgets
 Strategic management
 Excellent presentation skills

Position Type
Fixed Term: 12 months with opportunity to extend.
