Job Description
Position: Programmes Coordinator
Location: Harare
Reports to: Country Coordinator
Summary
The Programmes Coordinator is responsible for the effective coordination, management, and oversight of all PELUM Zimbabwe programmes and projects. This includes the design, planning, implementation, monitoring, evaluation, communication, and reporting functions.
The role oversees staff within the Programmes, Monitoring & Evaluation, and
Communications departments, and plays a key role in maintaining and strengthening the
PELUM Zimbabwe network of partners, member organizations, and stakeholders.
Specific Areas of Responsibility
A. Strategy and planning
• Lead the development, budgeting, and strategic planning of programmes and
projects.
• Lead the development and implementation of robust communications, advocacy, as
well as monitoring, evaluation, reporting and learning (MERL) frameworks and plans.
• Design and implement the PELUM Zimbabwe Cluster Coordination Strategy, ensuring
synergies across clusters.
• Provide strategic advice to the Country Coordinator on programme development and
performance, ensuring alignment with organizational goals and high-quality
B. Programming
• Plan, oversee and support the day-to-day execution of project and programme
activities.
• Ensure programme quality by aligning implementation with PELUM Zimbabwe’s
values, standards, and donor requirements.
• Liaise and coordinate programme/project activities with partner organizations,
provide support as needed, ensure effective collaboration toward achievement of
programmes/project interventions, appropriate information sharing and consistency
with programme/project objectives and PELUM Zimbabwe work plan;
• Represent PELUM Zimbabwe at relevant local, national, and international forums as
delegated by the Country Coordinator.
• Facilitate active and dynamic networking among PELUM Zimbabwe’s Member
Organizations and strategic partners.
C. Monitoring, Evaluation, Accountability and Learning
• Lead the design and management of MERL systems, tools, and processes to track
outcomes and impact (Promoting a participatory MERL approach by involving partners
and stakeholders in planning, monitoring, and reflection processes).
• Coordinate organization-wide evaluations, including hiring and managing consultants
as necessary.
• Identify developments/needs/lessons/challenges that inform PELUM Zimbabwe’s
programming.
D. Proposals and Reports
• Produce and submit quality timely monthly, quarterly, mid-year, and annual
programme progress reports to management, donors, and stakeholders.
• Support resource mobilization through fundraising activities and proposal writing.
• Develop concept notes in response to emerging programme priorities and
opportunities.
• Contribute to the development of proposals for cluster activities and organization-
wide programmes.
• Oversee content development for communications products, including newsletters,
social media, website content, annual reports, case studies, and articles
E. Other
• Attend other office issues when the situation calls for and according to PELUM
Zimbabwe's policies, rules and regulations
• Carry out additional responsibilities as assigned by the Country Coordinator in
alignment with PELUM Zimbabwe’s objectives.
Required Skills
• Minimum of 4 years of experience in a similar role within a development or CSO
context.
• Proven experience in project management and programme coordination.
• Deep understanding of and commitment to agroecology, sustainable development,
and social justice.
• Exceptional written and verbal communication skills.
• Strong facilitation skills
• Adaptable, down to earth with strong interpersonal, and relationship-building
abilities.
• Creative, artistic, and imaginative
• Superior writing skills in different styles
• Exceptional attention to detail and organizational skills.
• Demonstrated experience in advocacy, communications, and monitoring &
evaluation.
• Ability to work well under pressure and meet tight deadlines with minimum
supervision is key
• Proficiency in both Shona and Ndebele is desirable.
• Competency in digital communications, including social media, is an added advantage.
Qualifications
• At least a Bachelor's degree in Agroecology, Environmental Science, Natural
Resources Management, Ecology, Climate Change, Sustainable Development, or a
related field.
• A Master’s degree is an added advantage.
• Additional certifications in Project Management, Monitoring & Evaluation, or
Communications are considered assets.
