UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Reporting to the Deputy Country Representative, the Programme Specialist for Gender and HIV is responsible for UN Women’s support to ensure the country addresses HIV in a gender responsive manner. The incumbent will work to strengthen and support the capacity of the women’s sector to engage and actively participate in the national HIV and EVAW response; provide gender technical expertise in the UN Joint Team on AIDS ( JUTA); provide technical support to the Global Fund partners implementing the Adolescent Girls and Young women initiatives as well as civil society engagement in the Spotlight Initiative. This portfolio thus involves management of UN Women’s engagement with multiple partnerships. The Specialist is responsible for providing support for programming and policy, efforts including through knowledge management, advocacy and resource mobilization efforts to contribute to strengthening UN Women’s programme and policy efforts in this area.

1. Design and develop programme strategies in the area of Gender and HIV

Design and formulate programme/ project proposals and initiatives;
Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to HIV and addressing the linkages with eVAWG;
Assess and analyze national trends, gaps, challenges in addressing gender equality issues related to women’s health, with a focus on sexual, reproductive health as well as HIV/AIDS;
Prepare guidance and briefing notes papers to support policy and programming that responds to addressing the impact of gender inequality on women’s health, including areas related to sexual, reproductive and HIV/AIDS

2. Manage the implementation, management monitoring and reporting of the Gender and HIV programme

Finalize the annual workplan and budget and manage their implementation;
Manage the technical implementation of the programme/project; ensure synergies with other teams;
Manage the submission of implementing partner financial and narrative reports;
Provide guidance to staff and partners on Results Based Management tools and performance indicators;
Organize Project Steering Committee, project review and/or evaluation meetings, as needed.
Manage the people and financial resources of the HIV programme
Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners, with a particular focus on women’s rights organizations.
Oversee the monitoring of implementation of activities and utilisation of finances in the HIV thematic area using the results based management tools;
Oversee field missions and review reports on monitoring missions;
Write quarterly reports and donor reports, focusing on results, output and outcomes;
Provide inputs for reporting in the JPMS on UN Women achievements within HIV

3. Build partnerships and support in developing resource mobilization strategies

Develop and implement partnerships and resource mobilization strategies;
Finalize relevant documentation on donors and potential opportunities for resource mobilization;
Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing. Strengthen partnerships and networks amongst relevant institutions, practitioners and experts addressing gender equality dimensions of women’s health and HIV
Provide technical support to the National Gender Technical Working Group in mobilizing resources to implement the National HIV Gender Implementation Plan
Participate and actively engage in the CCM especially in the HIV technical Committee
Participate in meetings, workshops and other discussion fora to build the knowledge of women as well as youth and gender equality advocates on HIV.

4. Contribute to inter-agency coordination on HIV and Gender to achieve coherence and alignment of UN Women programmes with other partners in the country

Provide technical support in inter-agency coordination related activities by attending meetings, events, and participating in groups and committees including the JUTA and representing UN Women in the key UN inter-agency working group on health and HIV and other partnerships as needed;
Coordinate with other UN agencies, government departments, donors and NGOs to ensure that UN Women’s efforts in the area of HIV and eVAW are harmonized and aligned with other in-country efforts;
Participate in ZUNDAF Thematic Working Group on Health and HIV and other in-country processes and similar exercises related to the Resident Coordinator system;
Prepare inputs for ZUNDAF and other documents;
Participate and actively engage in various forums including the National Gender Technical Working Group (TWGH) on HIV led by the National AIDS Council
Represent UN Women in meetings and policy dialogues on issues related to HIV as necessary;
Coordinate UN Women’s engagement in national meetings relevant to gender, health, and HIV/AIDS; and represent UN Women at national venues where experiences related to gender dimensions of health, as well as HIV, can be highlighted.

5. Manage advocacy, knowledge building and communication efforts

Manage advocacy, knowledge building and communication efforts
Develop briefing notes related to women’s health focused on the role of gender equality and women’s empowerment in health; emphasizing the areas of sexual, reproductive and HIV/AIDS drawing on results and lessons learned from country programming.
Ensure ongoing communication and exchange between UN Women and civil society organisations especially the women’s sector undertaking programming and policy efforts related to gender equality and HIV;
Develop advocacy strategies and oversee their implementation;
Identify best practices and lessons learned to guide programme improvement and strategy planning;
Develop knowledge management strategies, products and methodologies on HIV.
Perform any other job-related duties assigned by supervisor and the Country Representative.

Qualifications and Experience

Required Skills and Experience

Education and certification:

Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required

Experience:

At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
Technical experience in HIV;
Experience coordinating and liaising with government agencies and/or donors is an asset;
Experience in working with civil society and women’s movement building
Experience working in the UN System is an asset;
Experience in leading/managing a team is an asset

Language Requirements:

Fluency in English and at least one local language of ZImbabwe is required;
Working knowledge of another official UN language is an asset;
