Job Description

NPA’s Mine Action and Disarmament Programme in Zimbabwe was established in August 2012 to assist the government of Zimbabwe in clearing all mined areas under its jurisdiction. NPA’s intervention in Zimbabwe aims to assist the government to more rapidly restore safe access to land, reduce the number of mine victims, promote infrastructure development, spur economic growth, and allow safe border crossing.

We are currently operating with 5 manual demining teams and 3 mine detection dogs in the Leacon Hill to Sheba Forest minefield on the border to Mozambique. Our programme office is located in Mutare close to the operational area. The programme is supported by the country office in Harare and the Regional Director for Southern Africa region is sitting in Maputo, Mozambique.

Duties and Responsibilities

Duty station: Mutare, Zimbabwe

In this position your main responsibilities will be:

Take the lead to ensure that relevant policies and procedures are in place to enable the development, delivery, monitoring and evaluation of activities undertaken by the programme.
Lead the programme’s Senior Management Team in developing annual work plans and monitoring progress against these.
Ensure that NPA is registered as a Mine Action operator in Zimbabwe, including maintaining accredited Standard Operating Procedures (SOP's), MOU's and registration with relevant authorities.
Responsible for development and maintenance of proper programme document hierarchy (Impact Assessment level 0, Country Strategy, proposals (plan of action), reporting and annual plans (for internal management, implementation and monitoring) and Standard Operating Procedures.
Responsible for resource mobilisation for Zimbabwe Mine Action and Disarmament Programme, including donor strategies and fundraising, and drafting of all proposals and reports.
Provide effective representation of NPA to donors, national and local authorities and other relevant stakeholders in the country to ensure that NPA's mission, values and specific project objectives are clearly understood and supported.

Qualifications and Experience

To be succesfull in this role you must have:

Relevant higher education.
Previous experience of working internationally at senior management level.
Previous programme management experience in Humanitarian Mine Action. 
Experience of developing programme strategies. 
Experience of strategically managing and directing large scale projects including implementation, management, monitoring and evaluation, risk assessment and mitigation and contract compliance.  
Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team, often remotely. 

We consider it an advantage if you also have:

Experience and knowledge from work in post-conflict contexts.
Previous experience from working in the African region.
