Job Description

FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our programs are guided and are in support of the Ministry of Health and Child Care (MOHCC) to improve the health, education, and food security of target populations in selected provinces in Zimbabwe. FHI 360 seeks a qualified candidate for the position of Program Officer to support its work on the USAID-funded Accelerated and Comprehensive HIV Care for Epidemic Control in Zimbabwe (ACCE) Project and the Re-Ignite, Innovate, Sustain and Empower (RISE) Project; managed by the Zimbabwe Health Interventions (ZHI). FHI 360 is a capacity development and technical assistance partner with ZHI providing:

Position Title: Program Officer

Location: Harare, Zimbabwe

Supervisor: Country Representative.

Technical assistance to strengthen the organizational capacity of ZHI, spanning across areas such as: prime/subaward management; ZHI’s institutional systems and sustainability (governance, financial management and compliance, BDD capabilities, etc.)

Technical assistance on quality, client-centered, differentiated service delivery (DSD) services across the continuum of HIV care, and ensuring data driven decision making at all program levels for the ACCE project. ACCE project’s main goal is to support the national HIV prevention, care and treatment program towards the attainment and sustainability of HIV epidemic control in Zimbabwe. The program provides technical assistance to the management, coordination and provision of comprehensive HIV prevention, clinical care and treatment services within the national HIV program.

Technical assistance on economic strengthening; and gender equality, safeguarding, and social inclusion for the RISE project. The RISE project technical activities aim to disrupt the HIV causal pathway for adolescent girls and young women (AGYW) by addressing priority drivers of HIV risk in Matabeleland South, Midlands, and Mashonaland Central province (Gweru, Mazowe, Beitbridge, Bulilima, Gwanda, Insiza, Matobo, Mangwe, and Bulawayo); and complement the country’s efforts to achieve sustainable reductions in new HIV infections among AGYW.

Position Summary

Reporting to the Country Representative (CR) and in close liaison with the Program Lead, the Program Officer provides program management and operations support to the assigned projects and the FHI 360 country office platform. Specific roles will include supporting the CR, Program Lead, and ACCE and RISE Technical Advisors in the planning, implementation and reporting of technical, administrative and financial deliverables expected from the ACCE and RISE projects. Organizes and prioritizes critical issues and required information for the Program Lead, and ACCE and RISE Technical Advisors to facilitate efficient decision making and contributing to technical efficacy.

Monitors and advises ACCE and RISE Technical Advisors on issues of compliance with USAID and organizational policies.

Coordinates technical team meetings, including requesting for agendas and meeting minutes to facilitate the necessary payments.

Organizes SMT and Technical meetings for the projects.

Maintains an effective electronic filing and retrieval systems for the ACCE and RISE Technical Advisors.

Provides program administrative support tasks, including creation, typing and editing of program correspondences, purchasing documents and program deliverables including presentations.

Assists in developing and monitoring annual work plans and budgets, as well as associated deliverables and results/outputs.

Coordinates appropriate program monitoring, accurate financial and programmatic reporting for technical staff to Country office.

Provides administrative support to ACCE and RISE Technical Advisors and ensure compliance with financial requirements set by FHI 360 and its funders.

Assists the CR and ACCE and RISE Technical Advisors to prioritize their appointments, i.e., administrative support focusing on organizing and maintaining their calendars, ensuring prompt and orderly communications, setting up meetings and assisting the CR and ACCE and RISE Technical Advisors to prepare to participate or officiate at these meetings and leadership attention to critical issues.

Supports the CR and Program Lead to coordinate the SMT, ESARO and HQ and high-level USAID and Ministry staff, including drafting agendas and meeting minutes.

Supports the CR to monitor shared platform activities to effectively respond to project support needs and that they are served efficiently on issues of non-compliance.

Works with the Finance Manager and Program Assistant on specific project management functions for projects. This includes, but not exhaustive to, weekly track project budgets, coordinate and monitor activities monthly with the finance teams, monthly cashflows, project-specific systematic filing system for easy retrieval of documents on SharePoint and Vine; and USAID DEC and be the CO’s point of contact for information on staff whereabouts, project activities, project calendars or schedules etc., as required by the CR and ACCE and RISE Technical Advisors.

Supports projects’ event planning for high-level events.

Makes travel arrangements for the CR and ACCE and RISE Technical Advisors, including requisition generation.

Provides management support to ACCE and RISE Technical Advisors focusing on work plans, sub agreement amendments, periodic fund requests, review of MFRs/SFRs, and reporting.

Leads the development, testing, application, and evaluation of Program Management tools for the projects.

Supports the communications person in identifying, analyzing and disseminating best practices in the projects through the identification of project learning sites and technical support.

Remains informed on the current programs in the HIV/AIDS and AGYW fields by reviewing current literature and is alert to any implication of such strategic information for project activities.

Contribute, coordinate, and ensure the quality of monthly/quarterly reports.

Performs other duties as assigned.

Qualifications and Experience

Knowledge and Skills

Demonstrated knowledge of strategic planning, administrative, and financial management systems.

Skilled in organizing resources, establishing priorities and ensuring successful implementation of HIV and AGYW programs.

Ability to work across various projects and providing tactful support with minimal supervision.

Experience in sub-award management.

Knowledge of HIV/AIDS, AGYW issues, QA/QI, health systems, decentralization of services and related issues.

Ability to coordinate and organize meetings and/or special events.

Strong interpersonal and communication skills.

Ability to gather and analyze statistical data and generate reports.

Computer literacy is a must.

Excellent report writing, oral communication and interpersonal skills.

Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

Ability to travel to implementation sites a minimum of 30%.

Minimum Qualifications

Bachelor’s Degree in social sciences or related field, and a minimum of 3-5 years relevant experience working on HIV and/or AGYW related interventions.

Experience of HIV/AIDS and/or AGYW program planning and implementation at the community, provincial and district levels working with NGO sectors is required.

Extensive knowledge of health and development programming in a developing country is preferred.

Knowledge of major donor policies (USAID) as well as international not-for- profit organizations is a must.

Experience in designing and implementing of public health/international development programs funded by US government or other international donors is a distinct advantage.
