CeSHHAR Zimbabwe is an organisation that specialises in population health research and programming, including on sexual and reproductive health and HIV/AIDS. CeSHHAR has a diverse range of funders which include the Wellcome Trust, Gates Foundation, NIH, UK Medical Research Council, Templeton World Charity Foundation, Global Fund for AIDS TB and Malaria, UNICEF and UNFPA. We partner very closely with the Liverpool School of Tropical Medicine (UK), Zimbabwe's Ministry of Health and Childcare and international and regional centres of research excellence to evaluate national programmes and determine the impact, uptake, and cost effectiveness of novel reproductive health interventions.
The Programme Manager will be responsible for providing strategic leadership for the UK NIHR funded MASCOT and REACT studies. MASCOT is aimed at developing and evaluating a self-care intervention for HIV and sexual and reproductive health for students enrolled in colleges/universities. REACT is a three country (UK, Zimbabwe and Nepal) consortium aimed at exploring the resilience of health systems to climate crises. As well as overseeing operational and financial management of the grant, the programme manager will coordinate team and consortium meetings and will be responsible for reporting to the funder and monitoring key performance indicators.
STRATEGIC DUTIES
• Implementing robust and transparent project governance structures that align with funder requirements
• Monitoring work plans to ensure timely completion of deliverables
• Fostering coordination and liaison between internal and external partners
• Supporting grant applications or related funding bids
• Ensuring legal and regulatory compliance of research projects
• Representing the Research/Programme teams in both internal and external platforms.
• Ensure proper maintenance of all accounting systems and functions in line with International Financial Reporting Standards.
PROGRAMME AND FINANCIAL MANAGEMENT
• Monitor budget and report on expenditure for MASCOT and REACT grants.
• Ensure timely drafting and submission of all reporting commitments to the relevant funders e.g. ensure annual narrative and financial reporting requirements are met in line with the contract’s requirements and to the highest standard
• Establish and maintain relevant documentation systems for projects.
• Develop effective relationships with finance, grants and contracts teams to budget forecast and amend sub-contract as necessary.
• Manage progress against workplans, troubleshooting issues as they arise
• Work proactively with MASCOT and REACT project teams and undertake any other duties of a reasonable nature necessary for the management of the projects.
PROPOSAL DEVELOPMENT
• Proactive donor scoping, identifying new funding opportunities
• Coordinating new proposal development, supporting proposal development process, drafting sections, drafting budgets, inputting to donor systems.
COMMUNICATIONS
• Develop and manage effective relationships and communication pathways with CESHHAR Finance and Research Management Services team
• Oversee the development, content and dynamism of the CeSHHAR programme webpages
• Collaborate with researchers in the development of publications for peer reviewed journals and other publications including policy briefs.
MSc in Policy Management or Public Health or Population Health or Social Science or Management or other relevant degree highly desirable. 5 years’ experience in the management of project grants with multiple required outputs. Financial management training or equivalent professional experience. Proven experience of excellent financial management skills, with the ability to manage the project within allocated budgets, as well as plan and forecast budgets and activities. Knowledge of the HIV programme environment, nationally and internationally and the associated data management challenges. Strong interpersonal skills with the ability to build effective working relationships with people at all levels and across cultures. Appreciation of key areas of focus for research and programs around climate, environment, and health. Personal qualities of integrity, credibility, professionalism, a commitment to lead by example and dedication to CeSHHAR values and principles.
