Job Description

The following vacancy has arisen within the Council, and suitably qualified candidates are invited to apply for the post of:

PROCUREMENT OFFICER – HARARE OFFICE
Reporting to the Registrar, who is also the Chief Executive Officer of the MDPCZ.

Duties and Responsibilities

• Seeking and processing quotations for goods, services, and works required.
• Preparation of bidding documents and managing the tender process in compliance with the PPDPA Act (Chapter 22:23).
• Preparation of bid opening and evaluation reports.
• Raise purchase orders for goods, services, and works.
• Liaise and negotiate with suppliers, ensuring efficiency in quality, quantity, delivery times, and transport costs.
• Maintain procurement processes that enable the effective procurement and delivery of quality goods and services to requesting offices.
• Prepares Procurement Returns for submission to PRAZ and other internal reports as assigned.
• Submit invoices and delivery notes for filing along with supporting documents.
• Organise travel, accommodation, and flight bookings for Board members and staff on official business.
• Ensuring adherence and compliance with Public Procurement and Disposal of Public Assets Act (PPDPA) [Chapter 22:23] and the relevant amendments.
• Preparation of monthly, quarterly, and yearly Procurement Reports in line with PRAZ and other internal guidelines.
• Any other duties that may be assigned by the Registrar.

Qualifications and Experience

•A Diploma in Procurement Management, Purchasing and Supply, Supply Chain Management from a recognised institution or CIPS.
•A degree in Purchasing and Supply/ Procurement will be an added advantage.
• At least 3-5 years of work experience in procurement.

SPECIALISED KNOWLEDGE
• Knowledge of procurement and administration processes, policies, principles, and practices in the Public Sector.
• Strong knowledge of the Public Procurement and Disposal of Public Assets Act.
• Proficient in the use of computers and computer software relevant to the position such as Zimbabwe Electronic Government Procurement System.
