Job Description

MAIN PURPOSE OF THE JOB
The position exists to ensure timely acquisition of goods and services at the optimal costs. Ensure that procurements Contracts are done in line with the Procurement Act and Procurement Regulations that are administered by the Procurement Regulatory Authority of Zimbabwe and also in line with the ZINARA procurement policy and procedures.

The Incumbent shall report to Procurement Manager.

Duties and Responsibilities

1. Coordinate and consolidate Departmental Plans to come with the ZINARA Annual and Individual Procurement Plans.
2. Administer the procurement process from need identification, definition of specifications, define contractual terms, sourcing the market, supplier appraisal, inviting quotes ,prepare Bid documents, advertising, tender evaluation, contract negotiation / award, expedite and supplier performance evaluation in line with the Public Procurement and Disposal of Public Assets (PPDPA) Act {Chapter 22:23} and PPDPA Regulations {Statutory Instrument 5 of 2018} the Procurement Act and Procurement Regulations for sourcing of goods and services.
3. Conduct pre-bid meetings and site meetings for tenders in line with the procurement laws.
4. Draft of ZINARA contracts and send them for review to legal and timeous renewal of contracts through effective SLA.
5. Provide specialist knowledge and guidance to the procurement oversight committee.
6. Responsible for sound advisory and contracts management functions for all the major projects which to ensure timely and cost-effective completion of projects.
7. Follow up on the discrepancies/non-conformances between the packing/delivery note and physical goods with the supplier and implementing measures to avoid recurrence of quality issues.
8. Monitor contracts and moving forward with close-out, extension or renewal of contracts.
9. Supervise and assess the performance of Procurement assistants.

Qualifications and Experience

QUALIFICATIONS AND EXPERIENCE
• Degree in Supply Chain Management or Law from a recognized university.
• Full member of Chartered Institute of Purchasing and Supply (MC1PS) a must
• Postgraduate qualification will be an added advantage.
• A minimum of 3 years of which in public procurement and contract administration.
• Knowledge of SAP and related ERP is an added advantage.
• Clean Class 4 Driver's licence.
