Position: Procurement Officer
Reports to: Operations Manager
Salary: $10,800 per annum
Duty Station: Chitungwiza
Role Overview: Young Africa Zimbabwe is seeking a diligent, results-driven Procurement
Officer to lead the organisation's procurement and supply chain function across its training
centres and programme sites. The incumbent will own the end-to-end procurement cycle,
driving cost-effective, compliant, and timely sourcing of goods and services, and will be
accountable for value for money, supply continuity, and strict adherence to procurement
policy and donor requirements. Reporting to the Operations Manager, the Procurement
Officer provides technical guidance to procurement support staff, manages the organisation's
supplier and contracts portfolio, and plays a lead role in asset and inventory management.
Key responsibilities
1. Strategic sourcing and procurement execution
• Lead the sourcing process for goods, services, and works, including obtaining
competitive quotations, running tenders, and preparing rigorous comparative bid
analyses to support award decisions.
• Raise, review, and route purchase orders for approval in line with delegated authority
and organisational sign-off procedures.
• Manage the full procurement cycle in strict compliance with the organisation's
Procurement Policy and applicable donor procurement requirements.
• Work with requesting departments to develop clear, complete, and technically sound
specifications for goods and services.
• Verify quality, quantity, and compliance of procured goods and services against
agreed specifications before acceptance.
2. Supplier and contract management
• Own the organisation's contracts portfolio for the Administration section, including
drafting tender specifications, launching tenders, negotiating terms, and managing
the contract schedule and renewal pipeline.
• Conduct due diligence, selection, performance evaluation, and periodic review of
suppliers, maintaining an accurate, approved supplier database.
• Build and manage day-to-day supplier relationships, resolving disputes and
performance issues, and following up to ensure complete and timely delivery of
ordered goods.
• Ensure suppliers are paid on schedule and proactively communicate payment status
to maintain strong, reliable supplier relationships.
• Conduct regular market surveys and price benchmarking on recurring goods and
services to ensure continued value for money.
3. Compliance, reporting and records management
• Track and report on the status of all goods and services moving through the
procurement cycle, flagging risks or delays to management.
• Maintain procurement files, both manual and electronic, in full compliance with filing
and documentation guidelines, ensuring clear, legible labelling for ease of audit and
retrieval.
• Prepare periodic procurement reports and analysis, including spend, savings, supplier
performance, and compliance, for the Operations Manager.
• Identify procurement risks and control gaps and recommend improvements to policy,
process, and internal controls.
• Provide day-to-day guidance, oversight, and mentoring to procurement support and
administrative staff, reviewing their work for accuracy and policy compliance.
• Act as backup for the front office and stores functions, ensuring continuity of service
in the absence of designated staff.
• Undertake any other duties within the scope of the role as assigned by the Operations
Manager.
Candidate Requirements
Qualifications
• Degree in Procurement, Supply Chain Management, Purchasing and Supply, Logistics,
Business Administration, or a related field.
• Full or partial professional certification with a recognised body (e.g. CIPS, CIPS
Zimbabwe, ISM) required; active membership in good standing preferred.
Experience
• A minimum of 5 years' progressive experience in procurement or supply chain
management, including demonstrated experience managing tenders, contracts, and
supplier relationships; NGO or donor-funded environment experience is a strong
advantage.
• Proven experience developing and enforcing procurement policy, controls, and
compliance frameworks.
Core Competencies

delivering measurable value for money.
• Ability to work fast and accurately under intense pressure with minimum supervision;
ability to multitask.
• High level of integrity, honesty, commitment, and professionalism.
• Excellent record-keeping, interpersonal, and communication skills, with a strong
command of written and spoken English.
• Advanced computer literacy, including strong command of Microsoft Excel and Word.
• A clean Class 4 driver's licence is required.
