Job Description

Procurement Manager
Applications are invited from suitably qualified and experienced personnel to fill the above-mentioned position. The incumbent will report to the Chief Executive and will be based at Head Office.

Duties and Responsibilities

SUMMARY OF DUTIES
• Recommends the most appropriate and efficient method of strategic sourcing initiatives and agreements for the GMB in line with the Public Procurement and Disposal of Public Assets Act [Chapter 22:23].
• Executes sourcing decisions, risk assessment/mitigation and alternate technical solutions.
• Manages procurement of all GMB requirements both local and imports.
• Conducts internal and external tender process in line with set standards.
• Develops bids specifications in line with state procurement rules and Public Procurement and Disposal of Public Assets Act [Chapter 22:23].
• Negotiates strategic sourcing agreements and addendums to supplier contracts in the best interest of the GMB in accordance with state procurement rules and regulations.
• Keep abreast of changing commodity-related business trends in the marketplace and the possible impact to the GMB.
• Assists in the development of internal policies and tools necessary to implement strategic sourcing initiatives.
• Liaises and follows up with Transport and Logistics Manager on movement and delivery of all procured goods.
• Liaises with the Purchasing Agents.
• Monitors and evaluates supplier performance through periodic financial reviews, product performance, customer satisfaction surveys.
• Ensures continuity of supply by maintaining effective relationships with existing sources and by developing other sources of supply either as alternatives or to meet emerging or planned needs.
• Participates in Business Development Programs.
• Enforces Safety Health and Environmental regulations.
• Develops and maintains the annual procurement plan.

Qualifications and Experience

MINIMUM QUALIFICATIONS

• Degree in Procurement/Supply Chain Management or equivalent.
• Membership of Professional Board is a must.
• A relevant Master's Degree will be an added advantage.
• At least 5 years' experience in strategic sourcing, procurement and/or supply chain management in public sector procurement.
