Procurement & Logistics Officer (Martenity Cover)

Overall responsibility

The Procurement & Logistics Officer will be responsible for overseeing procurement planning, contracting, customs clearance, warehousing, fleet management, managing and monitoring of supplies and services and approved construction works in compliance with OPHID policies, donor rules and regulations and other applicable guidelines.

Duties and Responsibilities

Main responsibilities

Procurement

Participate in the development of annual workplans by providing advice on supply requirements. Support and coordinate the development of user departments procurement plans and lead the process of executing the plans to ensure that goods and services are procured timeously.
Oversee all procurement activities through executing the procurement plans, supervising administration staff, providing advice to management, following up on procurements to ensure value for money and compliance with OPHID policies and procedures, donor rules and regulations and other applicable guidelines. This also entails acting as a secretariat of the procurement committee.
Ensures that OPHID works with competent and reliable suppliers, through putting in place and overseeing standard operating procedures for performing debarment checks, evaluating potential suppliers before entering into contracts. This also entails interviewing vendors, measuring and tracking aspects such as quality assurance, financials, timeliness.
Foster and manage relationships with vendors and service providers to ensure compliance with the terms of their contracts and service agreements. This is achieved through engaging suppliers and educating them on compliance issues.
Review and revise legal documentations that pertain to procurement such as lease agreements, purchase orders and logistics in consultation with the internal auditor for approval by the Finance and Operations Director. This also entails ensuring that such documents complies with applicable guidelines and that OPHID gets value for money.

Asset Management

Reviews the supplies and assets registers prepared the administration assistant for accuracy, completeness and compliance with OPHID policies and procedures as well as other applicable guidelines. In addition, the Procurement and Logistics Manager should ensure that all assets are tagged for compliance with funders’ rules and regulations.
Schedule for preventative maintenance of equipment and other assets by accredited service providers to optimize the functionality of assets.
Ensure adequate insurance cover for all assets through facilitating the timely evaluation of insurance proposals by the procurement committee.
Recommending replacements and disposal of assets to the Finance Director in compliance with OPHID policies and insurance.

Stock Management

Ensure that all business operations have adequate material to attain their objectives. This is achieved through devising and implementing systems for optimizing inventory control procedures.

Fleet Management

Ensure efficient and effective management of OPHID’s transportation activities. This is achieved through implementing the OPHID Transport Policy, supervising the Administration Assistant and drivers.
Manage tasks related to procurement, operation, maintenance, repairing, and servicing of the vehicles in compliance with OPHID Transport Policy, to ensure efficiency and effectiveness of fleet management.
Maintain detailed records of vehicle purchase, use, maintenance and disposal in compliance with OPHID policies and procedures.

Security

Safeguard OPHID’s facilities and assets through organizing and overseeing all security operations. This is achieved through implementing OPHID policies, supervising administration staff and liaising with the security company.
Tracking and monitoring the performance of contracted security companies and making recommendations to the Finance and Operations Director.

Supervision and capacity building

Supervision and mentoring of the procurement and logistics staff through developing and implementing supervision tools, regular meetings, spot checks, formal and informal discussions; giving feedback; advice; recommendations; instructions; approving and updating work plans, performing performance evaluations to ensure achievement of objectives.

Qualifications and Experience

Qualifications and Experience

Degree in supply chain management, logistics or business administration.
Relevant professional qualification such as full CIPS.
A relevant masters’ degree is an added advantage.
At least 3 years working experience as a procurement manager or head of procurement and logistics.
Knowledge of USAID rules and regulations will be an added advantage.

Knowledge, Skills and Abilities

Good interpersonal skills.
A self starter able to work with little supervision.
Excellent computer skills
Fluency in spoken and written English
A good team player
