Job Description

The Procurement and Logistics Manager is responsible for all aspects of the procurement and logistics function within the organization, this includes the development and implementation of procurement and logistics policies, SOPs, plans, reports and related strategies that support program objectives and ensure compliance with donor and funders’ rules and regulations and other applicable guidelines.

Duties and Responsibilities

Main responsibilities:

•Support the FOD to regularly review OPHID Procurement and Logistics and Transport Policies and Procedures and make recommendations for aligning these with mandatory donor requirements, country legislation, changes in the operating environment and other good practices.

•Prepare and execute procurement plans as informed by the workplans and budgets

•Approve procurement packages and submit to the FOD for authorisation (RFPs, CBAs Minutes and purchase orders)

•Develop and review contracts with suppliers and service providers such as lease agreements, service level agreements to ensure that OPHID obtains value for money

•Monitor the performance of contractors, suppliers, service providers and make recommendations to the Procurement Committee

•Review assets register for completeness and accuracy

•Supervise the implementation of scheduled and demand maintenance for all assets such as vehicles, office equipment

•Ensure all assets are adequately insured

•Supervise stock takes and assets count and ensuring that assets are properly marked and tagged in compliance with OPHID policies

•Supervise the implementation of the Transport Policy including building the capacity of staff on the provisions of the policy

•Support the process of developing and managing overheads, equipment and supplies budgets for all projects, provide inputs for monthly cash requests, review and analyse actual costs and provide commentary on the budget variance analysis report for overheads, equipment and supplies

•Support the FOD in the development, modification, review and deployment of internal electronic Procurement and Logistics Systems (Electronic Log Book, Asset Management, Pastel Evolution Procurement Module)

Qualifications and Experience

Person Specification:

•Degree in procurement and supply chain management or equivalent AND a full professional qualification in procurement (such as CIPS or similar)

•A master’s degree in procurement and supply chain management or similar is required

•A completed course in accounting will be an added advantage

•At least 5 years working experience, 3 of which must have been at officer level or higher with supervision of procurement assistants/clerks

•Good understanding of and familiarity with the principles of the international procurement standards including donor regulations

•Knowledge of USAID Rules and Regulations

•Prior working experience using an ERP Procurement system

•Proficiency in the use of Sage Procurement module

•Organisational skills and the ability to meet deadlines

•High level of numeracy and ability to pay attention to detail

•Good communication and interpersonal skills

•Good computer skills in Excel. MS Word, Outlook, and Pastel
