Job Description

Under the guidance of the Procurement and Logistics Manager, the Procurement & Logistics Officer will be responsible for overseeing procurement planning, contracting, customs clearance, warehousing, managing and monitoring of supplies and services in compliance with OPHID policies, donor rules and regulations and other applicable guidelines.

Duties and Responsibilities

Key Responsibilities

•Support the P&L Manager to provide inputs for monthly cash requests, review and analyse actual costs and provide commentary on the budget variance analysis report for overheads, equipment and supplies

•Support the P&L Manager in the development, modification, review and deployment of internal electronic Procurement and Logistics Systems (Electronic Log Book, Asset Management, Pastel Evolution Procurement Module)

•Supervise the Procurement and Logistics Clerks

•Assist the P&L Manager to execute procurement plans through liaising with users on specifications of goods and services to ensure that RFPs will have accurate and complete information.

•Prepare procurement packages and submit to the P&L Manager for approval (RFPs, CBAs Minutes)

•Convert requisitions to purchase orders in Pastel Evolution for review by the P&L Manager

•Supervise the process of following up on tax invoices from suppliers to ensure that GRVs are generated in the system

•Review the documents and goods received for completeness and accuracy before P&L clerks prepares GRVs

•Prepare the monthly accruals register based on outstanding invoices and services rendered pending payment, and submit to the P&L Manager to ensure the completeness of financial reports

•Serve as the secretariat of the OPHID procurement and disposal committee by providing administrative support and offering technical guidance

•Perform first line of review of assets registers that are prepared by the P&L clerks for completeness and accuracy

•Maintain the insurance records and follow up on claims

•Supervise monthly stock takes and assets counts and ensure that assets are properly marked and tagged in compliance with OPHID policies

Qualifications and Experience

Person Specification

•Degree in procurement and Logistics or Supply Chain Management

•CIPS diploma a requirement

•A relevant masters’ degree is an added advantage.

•At least 3 years working experience in procurement and logistics.

•Knowledge of USAID rules and regulations will be an added advantage.

•Good interpersonal skills

•High degree of professionalism and integrity and ability to demonstrate good judgment, discretion, and confidentiality at all times.

•Proficiency in usual desktop software (MS Word, Excel, Outlook)
