Jointed Hands Welfare Organization (JHWO) (PVO 23/2013) is a renowned community, national, regional, and global leader in the TB space. JHWO has over 20 years of promoting public health interventions through innovative integrated community-clinic collaborative service provision, mentorship, evidence-based program implementation, and research.
The organization will implement a Community-Driven Approach for Transformative Change to Combat Drug-Resistant Tuberculosis (CDRTB) Project which aims to transform the DRTB response, building on the power of civil society- and community-driven demand and biomedical advances to reduce DRTB morbidity and mortality, particularly among key and vulnerable populations in Zimbabwe. An effective DRTB response requires community engagement at all levels, to ensure that current and upcoming biomedical advances are affordable, available, accessible, acceptable , appropriate , effective and efficient & delivered as part of a person-centred package of care. Whilst being incorporated into national strategies and policies promptly, to effectively reach and engage the poorest and most vulnerable people and supported by an enabling policy ecosystem.

The Policy and Advocacy Officer is a legal post that focuses on policy and will be responsible for developing and implementing effective advocacy strategies. These should align with the organization’s overall goals, conducting an in-depth policy landscape analysis, identifying key stakeholders, and crafting compelling messages to advance the organization’s objectives, monitoring and evaluating the impact of advocacy initiatives to ensure they are contributing to positive development.
• Conduct policy research, analyse and evaluate existing policies, develop advocacy strategies, and engage with stakeholders to promote policy change.
• Conduct comprehensive policy research by analyzing legislation, regulations, and relevant literature to inform evidence-based advocacy efforts
• Advance the organization’s mission by influencing policy decisions and driving positive social impact.
• Strengthen and support lobbying and advocacy initiatives and engagements with government, local authorities, civil society, and other relevant stakeholders.
• Facilitate access to legal recourse for TB Patients/ survivors facing barriers and facilitators to access to service, compensation, care and support.
• Facilitate TB, other diseases and disaster risk management related legal literacy, access to justice, community rights and gender, including stigma reduction interventions• Monitor policy developments, track progress on policy goals, and evaluate the impact of advocacy efforts through data collection and analysis.
• Collaborate effectively with other departments or teams within the organization to ensure that advocacy efforts are aligned with broader organizational goals
• Evaluate the impact of existing policies and proposed policy changes, providing analysis and recommendations to guide decision-making.
• Develop and implement effective advocacy strategies, including identifying key stakeholders, building coalitions, and cultivating relationships with policymakers and government officials.
• Participate in policy dialogues, consultations, and public hearings to represent the organization’s interests and contribute to policy discussions.
• Create clear and compelling policy briefs, reports, and communication materials to effectively convey research findings, policy recommendations, and advocacy messages.
• Collaborate with internal teams, stakeholders, and partners to integrate policy priorities into programmatic activities and ensure a coordinated approach.
• Stay updated on emerging policy trends, developments, and best practices related to the organization’s focus areas.
• Provide support and guidance to colleagues on legal and policy-related matters, fostering a culture of legal literacy within the organization.

• At least a Degree in Law, Public Policy, Political Science, International Relations, Social Sciences or any related field
• Minimum of 3 years’ experience in a humanitarian or development environment, preferably leading advocacy and policy change, human rights in the public health sector
• Experience in influencing and advocacy work including policy brief design , lobbying, policy development, and information provision on TB and HIV issues.
• Highly developed written and verbal communication skills to establish effective relationships with a wide variety of internal and external audiences, including at a geographical distance.
