Job Description

Trócaire with support from the European Commission in Zimbabwe is leading a Consortium of the Zimbabwe Heads of Christian Denominations (ZHOCD) on a 3-year project entitled ‘Strengthening role of the church in promoting inclusive civic participation to promote accountability and transparency within devolution processes’ in Midlands, Manicaland, Masvingo and Matabeleland North Provinces’.

The ZHOCD comprises of Zimbabwe Council of Churches (ZCC), Zimbabwe Catholic Bishops’ Conference (ZCBC) [represented in this action by its development wing, the Catholic Commission for Justice and Peace – CCJP], Evangelical Fellowship of Zimbabwe (EFZ) and Union for Development of Apostolic Churches in Zimbabwe (UDACIZA). ZHOCD acts as a central unifying structure bringing together the Christian church around common themes and objectives.

The project ‘Strengthening the role of the church in promoting civic participation to promote transparency and social cohesion in Matabeleland North, Midlands, Manicaland and Masvingo Provinces’ envisions strengthening the church capacity at the community, district and provincial levels to contribute to the Devolution and Decentralisation Framework, which has the objective to empower communities to manage their own affairs through participatory and inclusive governance. Therefore, the project aims to strengthen the church capacity to convene and facilitate safe spaces for fostering community cohesion and constructive, mutually beneficial engagement between communities and duty bearers, as well as informing ZHOCD engagement and evidence-based advocacy at the national level promoting good governance, accountability, transparency and social cohesion.

Duties and Responsibilities

Purpose of the consultancy

Trócaire is seeking the services of a consultant(s) to facilitate a train the trainers’ workshop on policy analysis and advocacy. The purpose of the training will be to strengthen the capacity of the ZHCDO on skills and information for enhanced analysis of policies, identify opportunities and spaces for citizen participation in policy formulation, implementation and evaluation and choosing the appropriate media for policy engagement and advocacy. The training will ensure that partners are able to share skills with their church structures such as Women Ecumenical Fellowships (called Women Caucus in other denominations), Youth Ecumenical Fellowships, and PWD Ecumenical Fellowships/groups. These are established, organised, and recognised structures under ZHOCD that deal with women, youths and PWDs issues respectively. These church structures led by ZHOCD will collaborate with WCOs, YCOs and DPOs to address emerging issues relevant to each group. The consultant should demonstrate expertise and experience in conducting policy and advocacy training and be able to strengthen partners capacity on relevant components of policy analysis, research, identifying advocacy initiatives, methods and approaches of advocacy and Monitoring and evaluation of initiatives. The training should be conducted with multi-sectoral gender-sensitive, youth friendly and PWD-sensitive lenses. The consultant will be required to complete the training, report, and develop an advocacy plan within working 14 days.
