Job Description

Reporting to the Director Flight Safety and Standards.
Location: Head Office

Job Purpose
To support the USOAP CMA by acting as primary point of contact for all USOAP CMA processes, activities and ensure quality and standardisation of safety related functions of the department.

Duties and Responsibilities

Duties and responsibilities
- Manage and ensure the overall operations and productivity of the department in accordance with CAAZ's vision, mission, and objectives in accordance with the applicable regulations and standards
- Maintaining and updating the information to be provided by the State to ICAO on an ongoing basis, including but not limited to SAAQ, CC, State responses to PQs, State responses to MIRs, CAPs to resolve F&Rs, mitigating measures taken by the State in response to SSCs, the latest information regarding the SSP, and other relevant safety information, as requested by ICAO. Coordinating the completion and ongoing update of the CCs in order to provide the ICAO with information regarding the implementation of provisions of the relevant Annexes to the Convention.
- Planning, preparing for, and participating in, the conduct of ICAO safety oversight audit and validation missions to determine States' capacity for safety oversight by verifying compliance with the Chicago Convention or national regulations, conformance with ICAO Standards and adherence to ICAO Recommended Practices and procedures and good aviation safety practices.
- Coordinating and monitoring the overall progress of States' Corrective Action Plans (CAPS) submission and implementation and the consequent continuous update, verifying the timely compliance of the activities and presenting required information, documentation and evidence.
- Providing training to team members and team leaders on the conduct of USOAP activities.
- Reviewing audit findings, reports, corrective action plans and any other information submitted by Section Heads
- Reviewing updates on the progress submitted by Sections in reviewing safety-related deficiencies identified through the USOAP for posting on the IC. USOAP website.
- Performing quality control on audit and validation reports and related documentation to ensure consistency and adherence to the established report preparation standards and requirements.
- Participating in the preparation and conduct of safety oversight-related training courses, seminar/workshops in accordance with the Quality Management Systems Procedures (QMSPs).
- Ensuring that the CAAZ Quality Policy Statement and objectives are communicated to all staff in the department
- Ensuring quality and standardisation of all safety oversight activities by the department
- Ensuring that audit and training programs are adhered to and all audit findings resolved
- Establishing and reviewing all operational procedures in the department
- Ensuring that all inspectors conduct their activities in accordance with the laid down approved procedures

Qualifications and Experience

Qualifications and experience
Most be a licensed aviation professional with any of the following qualifications and experience
- A pilot with at least a Commercial Pilot Licence and a minimum of 500 total flying hours and a minimum of 10 years' experience in an aviation organisation,
OR
- Aircraft Maintenance Engineer license and a minimum of 10 years work experience as a licensed aircraft maintenance Engineer
with a narrow/vide body aircraft rating.
OR
• Air Traffic Controllers' (ATC) License with at least 3 ratings and a minimum of 10 years' experience as an Air Traffic Controller.

Skills and Competences
- Sound working knowledge of aviation regulations and ICAO SARPS/USOAP standards of Annexes.
- Computer literacy
- Good communication skills
- Ability to coordinate the certification and surveillance of aviation training organizations and designation of examiners with the other departments within FSS division in accordance to the required professional qualifications in relation to the certificate. approval or licence being sought.
