Job Description

The following vacancy has arisen in the Ministry of Health and Child Care. Applications are therefore being invited from suitably qualified and experienced candidates to fill the post.

JOB SUMMARY
Responsible for assisting National ART Coordinator in the strategic planning and proposal of policy formulation relevant to programme activities and monitors policy implementation.

Duties and Responsibilities

1. Contributes to the development of evidence-based policies, strategies and guidelines that will foster best practices in HIV Care and Treatment including TB/HIV.
2. Involved in the facilitation of Care and Treatment programme reviews through assessing progress, identification of problems and making appropriate recommendations to improve programme implementation across all age groups (children, adolescents and adults).
3. Contributes to the decentralization of care and treatment services for children, adolescents and adults to all levels of the health delivery system including the private sector
4. Manages program implementation including quality of care, through monitoring and overseeing targets and collaborating with key stakeholders who include development partners and other implementing entities in both the public and private health delivery system.
5. Monitors programme performance utilizing established M & E protocols in liaison with the M&E coordinator within the AIDS and TB unit
6. Contributes to the development of quarterly and annual plans for the care and treatment programme including setting goals, targets and evaluation measures.
7. Contributes to strengthening of health care management at all levels by providing relevant technical support to facilitate training of health personnel in the area of HIV /AIDS and TB in liaison with training officers.
8. Contributes towards the documentation of best practices/papers for publication within the HIV/AIDS and TB programmes.

Qualifications and Experience

1. A medical doctor with MBChB or MD qualification from a recognized university is a must
2. A post graduate qualification in epidemiology or public health will be a distinct advantage
3. At least five years working experience in management of public health programs with preference given to management of HIV and TB prevention, care and support services;
4. A strong appreciation of the Zimbabwe public health system is an advantage;
5. Should have strong analytical skills and communication skills
6. Be self - motivated and able to work under pressure with minimum supervision;
7. Willing to spend considerable time in travel outside Harare
