Job Description

Musasa is a women’s rights organization that was set up in 1988 to respond to violence against women and girls. The organization works to prevent and respond to Gender Based Violence (GBV), providing relief to survivors of GBV in Zimbabwe through a multidimensional approach that speaks to our four pillars of Musasa i.e Prevention, Response, Advocacy, and MEAL (Monitoring, Evaluation, Learning and Accountability). We implement programs which help to change attitudes, behavior and the general responsiveness of communities and community leadership to issues of violence against women and girls.

Musasa is implementing a two-sector intervention to address the immediate humanitarian protection needs while strengthening protection mechanisms, gender-based violence (GBV) prevention and response efforts of the targeted vulnerable communities to cope with future shocks and stresses in Chimanimani, Gutu, Chiredzi, Mbire, Mangwe and Bulilima districts, Zimbabwe. The goal of the project is: “To strengthen protection mechanisms, gender-based violence (GBV) prevention and response efforts in Chimanimani, Gutu, Chiredzi, Mbire, Mangwe and Bulilima districts of Zimbabwe, particularly in the context of emergencies such as drought, climate shocks, and disease outbreaks, aiming to mitigate protection risks, prevent GBV, support survivors, and promote a culture of safety, respect, and gender equality within affected districts.”
Musasa hereby invites suitable Baseline Survey consultants to apply to undertake the research task.

Objectives of the baseline survey
The purpose of the baseline study is to collect data for all indicators included in the ITT before implementation begins. Baselines should also collect non-indicator information to describe the prevailing conditions of the target communities or population. Baseline values serve as a point of comparison with endline values during the final evaluation. They also provide the partner with important information about their affected population that can be used to improve targeting and activity design before implementation begins. In many cases, the baseline study will represent the most thorough recent study of the target population and can provide valuable insights to activity staff.
a. To assess the protection needs within the targeted communities.
b. To collect and provide quantitative data on baseline indicators related to GBV prevalence, knowledge, attitudes, and behaviors.
c. To collect and analyze qualitative data on baseline conditions, challenges, and opportunities related to GBV prevention and response.
d. To provide qualitative insights into community perceptions, social norms, and attitudes towards GBV, as well as barriers and facilitators to accessing GBV services.
e. To provide valuable baseline data on GBV prevalence, trends, risk factors, and existing GBV prevention and response initiatives.
f. To determine the implications of baseline results on the project implementation plan.

Duties and Responsibilities

SCOPE
Elements covered by the Baseline Survey
The baseline survey will also take an in-depth look into the integration of activities in all supported sectors (Protection, ERMS) in the geographical location where the project will be implemented, and the major activities will be as follows:
• Study the results framework of the project and provide a critical analysis and external perspective with regards to the alignment, coherence and attribution of the project’s interventions (outputs) towards reaching higher results (outcomes and impacts)
• Carry out a literature review in consultation with Musasa that will help to better conceptualize the survey.
• Conceptualize methodology of the survey based on the critical analysis and the literature review.
• Design the survey tools and methodology that will later be adapted and refined after presentation and amendments at the inception meeting.
• Plan and conduct the surveys accordingly with the approved plan.
• Consolidate the Draft Baseline Survey Report including the updated ITT and ensure validation, review and final.

Qualifications and Experience

QUALIFICATION AND EXPERIENCE OF THE CONSULTANT/ TEAM
The consultant should have the following experience and qualifications:
• At least a master’s or higher degree/qualifications in Development Studies or Social Sciences
• At least 5 years’ experience of conducting baseline studies, programme and use of participatory methods for assessment in a field-based setting and/or undertaking similar assignments under humanitarian and development frameworks.
• Sufficient knowledge and experience in gender and protection.
• Previous work experience on BHA funded projects.
• Ability to deliver tasks within tight deadlines and against set targets.
• Excellent written and verbal communication skills in English
• Familiarity with Chimanimani, Gutu, Chiredzi, Mbire, Mangwe, Bulilima local languages.

Desirable
• Previous experience in conducting donor evaluations preferably (BHA - USAID).
• Ability to manage and perform with limited timelines and resources and meet tight deadlines.
• Prior experience in Chimanimani, Gutu, Chiredzi, Mbire, Mangwe and Bulilima districts or knowledge of the context preferred.
• At least three references for previous similar assignments undertaken.
• Knowledge of (BHA) USAID criteria for writing baselines/endlines.

1. Brief application letter (max 1 page).
2. Updated CVs/profiles clearly showing the qualification and experience of the lead consultant and his/her team, the CVs must have three references.
3. A narrative/technical proposal which should include evaluator(s) very clear understanding and interpretation of the ToRs, a thorough evaluation methodology and a detailed plan for the Baseline (not exceeding 8 pages); Financial proposal should not exceed 2 pages
4. Copies of academic certificates of proposed consultant(s).
5. References, with copies or online links, to at least two comparable evaluations carried out by the bidding consultants.
6. Telephone and email contacts of at least three previous clients who can validate technical expertise
