Key duties and Responsibilities

·Develops project Monitoring, Evaluation and Learning (MEAL) systems, processes and submits to the Team Leader.

· Prepares Terms of Reference for baseline, mid-term, and end-line surveys and provides overall technical direction for conducting these.

·Provides leadership, guidance and mentoring support to program staff to develop strategic approaches to MEAL in the project.

·Designs and develops all project M&E documents, frameworks, logframes, performance indicators, and provides leadership on project database development and management.

·Designs, adopts or adapts relevant data collection tools, data management guidelines, data entry templates, training guidelines and selects appropriate software packages for data analysis.

·Coordinates baseline, midterm, endline and special surveys in consultation with the TL and ensures that data is collected regularly against indicators for process monitoring.

·Develops M&E learning standards in consultation with the TL and coordinates with stakeholders and partners in implementing M & E processes.

·Ensures that project results are collected, analyzed, aggregated and clear ‘results stories’ are developed demonstrating outcome and impact of project activities.

· Leads and participates in special studies and assessments.

·Coordinates and analyzes output, outcome and impact data ensuring strict adherence to donor standards and regulations.

·Ensures appropriate internal communication and feedback systems are in place and functioning properly in order to enhance the flow of communication.

· Receives, consolidates and disseminates M&E inputs from stakeholders and project staff.

· Analyses qualitative and quantitative data (e.g. success stories, most significant change, case studies, rolling profiles).

·Prepares program progress updates on the project as required and produces monthly, quarterly, semi-annual and annual reports to donors and partners..

.Documents and shares lessons learned and best practices.

· Supports the project team to track gender inclusion and participation of usually excluded groups in project activities.

·Collaborates and coordinates with government departments, UN agencies, NGOs, and other organizations on monitoring and evaluation processes.

·Maintains relationship with all key stakeholders, including GoZ departments and donor partners.

·Shares monitoring and evaluation findings with appropriate stakeholders.

·Prepares Personal Activity Report (PAR) for own monthly activity and review, sign off and consolidates PARs and M&E activity plans for project M&E staff

·Participates in the recruitment of staff and makes arrangements for staff training.

·Carries out ongoing evaluation of staff, identifies performance strengths and deficiencies, and arranges for necessary action.

· Promotes and maintains an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.

·Create an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).

Qualifications and Experience

Qualifications
Qualifications, skills and experience:

·Degree in Social Sciences/Development studies/Statistics/Mathematics or equivalent

·4- 5 years’ experience in Monitoring, Evaluation and Learning or other relevant fieldd

·Good leadership skills and the ability to work with a team.

·NGO experience will be an added advantage
