Two (2) x Monitoring and Evaluation Officer: Welthungerhilfe

Location: District - Umzingwane, Umguza, Bubi and Nkayi
Background
Welthungerhilfe is one of the largest German non-governmental Organisations in development co- operation and emergency relief. Primarily in cooperation with local partner Organisations, our task is to contribute to the improvement in nutritional and income base for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe since 1980. Sector focus is on WASH, Food and Nutrition Security, Livelihoods and when necessary, Emergency response.
Welthungerhilfe together with Community Technology Development Organisation and Agricultural Partnerships Trust are implementing a programme titled, Matabeleland Enhanced Livelihoods Agriculture and Nutrition Adaptation (MELANA) under the UNDP managed Zimbabwe Resilience Building Fund ZRBF001-2016. The programme aims to build the absorptive, adaptive and transformative capacity of households, communities and governmental institutions in Nkayi, Bubi, Umguza and Umzingwane districts in Matabeleland North and South of Zimbabwe. The consortium works closely with key stakeholders including Rural District Councils, Ministry of Lands, Agriculture, Climate and Rural Resettlement and other Government departments, together with NGOs and community based organisations to plan and implement resilience building activities addressing infrastructure, food and nutrition security, market linkages and community safety nets. A key part of the project is to implement the crisis modifier which aims to reduce the vulnerability of households.

Duties and Responsibilities

The ideal candidate will be expected to: Design and manage the implementation of project MEAL plan and monitoring tools; Conduct regular on-site monitoring of project deliverables and disseminate information from M&E to project management and implementing team on activity progress against the set targets; Manage an updated database and information management system for district project indicators and monitoring activities; Train project staff on the Core Humanitarian Standard (CHS) on quality and accountability and safeguarding; Support staff to follow Feedback and Complaints Policy and Procedures and other complaints mechanism guidelines; Setting-up of appropriate beneficiary Feedback Mechanisms, document complaints collected and process according to the guidelines; Ensure complaints are documented using standard and approved complaints form and provide monthly updates on the status of received complaints using complaints tracking; Produce reports as per reporting schedule and in accordance with approved reporting formats; Conduct beneficiary satisfaction surveys; Facilitate the district team learning by sharing findings, lessons and good practices; Assist in database updating, clearing of back log entries, merging and cleaning the district database; Lead surveys and other data collection models embarked at district level.

Qualifications and Experience

Skills, Experience and Knowledge
Relevant degree is required, preferably in the field related to program management, monitoring & evaluation, community development or its equivalent; Experience of working for an International Non-Governmental organization; Demonstrated ability in training enumerators on data collection approaches and leading a team of data collectors. Demonstrated experience and ability to use digital/electronic data collection platforms and Microsoft office packages; Experience with both quantitative and qualitative data analysis and reporting; Knowledge on application of Core Humanitarian Standards; Proficient in the local language is an added advantage; Ability to ride a motorcycle is a prerequisite.
