Job Description

Contract: Fixed Term Contract

The Monitoring and Evaluation Officer shall be responsible for efficient and effective monitoring, evaluation of all project activities in the 3 countries’ 20 selected districts in compliance with the donor award regulations and in line with LCDZ policies and procedures.

Duties and Responsibilities

• Responsible for establishing a reliable and consistent set of Outcome Indicators for all project activities as well as developing an organization-wide core set of indicators.
• Regularly review and improve the M&E system by seeking stakeholder inputs and through consultations with partner organizations.
• Develop a standardized community baseline socio-economic template for project.
• Develop systematic protocols such as Most Significant Change qualitative story methodology.
• Develop, in coordination with the Finance Department, a system to ensure that the project planning including inputs and targets, is aligned with the overall programme log-frames and other types of M&E indicators.
• Training, guiding, mentoring and support Project Officers in the use of the M&E frameworks and tools.
• Synthesize and analyze data for summary and thematic reports on M&E findings.
• Support the design and implementation of baseline/midline/and other surveys according to the approved work plans. Support the Project Officers in the revision of work plans and strategies In collaboration with the Programmes Coordinator.
• Develop, refine and manage the process for regular reporting on findings and coordinate with appropriate project personnel and consortium partners for the dissemination of information.
• Manage day-to-day operations of the M&E system, including support of field officers in continued implementation of M&E tools and instruments.
• Provide technical assistance and data for the M&E component of grant proposal development and modification
• Foster and coordinate partnerships for independent, external assessments to attain good quality, third-party evaluation studies.
• Create and maintain online and hardcopy M&E procedure manuals for field staff.
• Coordinate, develop and facilitate training materials and presentations for capacity building of M&E staff in other partner organisations.
• Keep abreast of the latest developments in M&E and network with other organizations for best practices and technical assistance.

Qualifications and Experience

▪ Bachelor’s degree in social sciences, development studies, economics or relevant field preferred.
▪ Prior experience with performance monitoring and evaluation for development programs, including developing performance indicators, data collection and analysis.
▪ Skills and preferably experience with numerical methods and database management.
▪ Strong analytical skills.
▪ Excellent Oral and written communication skills.
▪ Excellent interpersonal skills and team player.
▪ Knowledge in the use of SPSS software, Microsoft Excel highly preferred.
▪ Minimum of 5 years of progressive work experience within the disability sector or community development
▪ Proven experience in project management and strong demonstratable skills in project design, planning, implementation, monitoring and evaluation.
▪ Must be a team player who can work collaboratively internally with other departments and externally with other stakeholders
▪ Ability to work under minimum supervision and to perform multi-tasks
▪ Strong capacity to organize workload and meeting deadlines
▪ Clean Class 4 Driver’s license with at least 3 years driving experience.
