Reports to: The Monitoring and Evaluation Officer will report to the Country Programme Manager from CBM Global Zimbabwe.

Job Overview
The Monitoring and Evaluation Officer is responsible for providing specialist guidance and support on Monitoring, Evaluation, Research and Learning (MERL) activities in line with the MERL policy and standards, Program and Influence Quality Policy and Procedures.

Hours: Full-time

Salary range: The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

Duties and Responsibilities

Responsibilities and Duties
Monitoring and Evaluation (M&E)

Develop and ensure regular updates of the CBM Global SAGE Project M&E frameworks for projects in line with MERL standards.
Participate at the conceptualization & design phase of projects in developing comprehensive M & E frameworks consisting of an indicator matrix, dataflow, indicator tracker, MERL activity plan and budget, reporting schedule including a theory of change.
Ensure effective utilization of M & E Management Information Systems (PRIMASYS) and the global PMERL System for data collection, storage, analysis, reporting, data aggregation at different levels including use of data for reflective learning & feedback for the CBM Global SAGE Project.
Plan and coordinate data quality assurance, including frequent data auditing and data spot checks for the SAGE Project.
Ensure availability and accessibility of reliable project monitoring data through analysis and triangulation of qualitative and quantitative data for the SAGE Project.
Establish the use of participatory, gender-sensitive and inclusive MERL approaches and methodologies with adults and children to deepen stakeholder engagement.
Lead the development of the SAGE Project M & E tools and promote their effective application in tracking project progress.
Coordinate the development and implementation of feedback and accountability mechanisms for the CBM Global SAGE Project.
Evaluation and Research

Coordinate the overall planning, design and coordination of project base, mid and end line surveys, including reviewing consultant Terms of Reference, supervising consultant contracts, supporting quality implementation of the sampling methodology and data collection and review draft reports to ensure quality analysis for the SAGE Project.
Review the SAGE Project evaluation and research reports and give recommendations regarding approval to program management.
Ensure the development and dissemination of the SAGE Project evaluation/research findings to donors, partners, key stakeholders and communities and their utilization in learning activities.
Conduct assessment for completeness of all technical reports developed by external consultants for the SAGE Project.
Knowledge Management and Learning

Establish learning and dissemination of research products through different channels to different audiences to establish CBM Global as a thought leader.
Support generation of the CBM Global SAGE Project reports in line with donor guidelines and CBM Global Reporting Framework.
Ensure documentation of the CBM Global SAGE project and influencing work through various channels to demonstrate program effectiveness.
Facilitate the generation, storage and utilization of project information among project staff and key stakeholders.
Build capacity of staff and partners on basic MERL in line with Plan’s MERL approach.
Manage SAP to ensure consistency and integrity of the SAGE Project data for reporting and decision making.
Ensure that the SAGE Project monitoring, evaluation and research initiatives are conducted in line with Plan’s policies and procedures.
Participate in CBM Global’s MERL networks to enhance CBM Global’s Programme Performance

Participate in MERL networks in order to facilitate learning and sharing of experiences.
Identify and establish relevant networks and platforms for Monitoring, Evaluation and Research initiatives related to the project.

Support, coach and train staff for improved MERL and respond to MERL queries.
Develop and implement M&E frameworks at strategic (country strategy) and operational (projects) levels

Experience and knowledge

3-5 years relevant working experience
Participatory, gender-sensitive and inclusive MERL approaches and methodologies with adults and children.
Data management, quality control and validation processes and requirements
Theory of Change approach and implications for MERL.
Feedback and complaint mechanisms and methodologies.
M&E of social norms and influencing.
M&E in emergencies and fragile contexts.
Appropriate statistical analysis methodologies and systems
Skills/competencies/personal qualities

Understand and consistently apply ethical MER practices.
Engage and influence staff and management to implement strong MERL practices.
Promote and encourage discussion and learning on gender and inclusion in M&E.
Promote and support alignment between projects, country and global M&E results frameworks.
Strong interpersonal and coordination skills, with proven ability to be flexible and team oriented.
Excellent planning, multitask and time management skills.
Qualifications, training, and education

A degree in Development Studies, Monitoring and Evaluation, Statistics and Operations Research, Strategic Planning or related studies.
A post graduate degree in research and or monitoring and evaluation*
