Job Description
Position Summary
The purpose of the consultancy is to develop an M&E plan that will accompany WAAD interventions to facilitate the effective monitoring of programmes; to guide the tracking of indicators in assessing progress on interventions.

The M&E consultant will be expected to: Review WAAD work plans; Assess the quality of indicators; Design an M&E plan for WAAD; Develop M&E tools to achieve milestones; Draft procedures and guidance notes on monitoring, evaluating and reporting on results.
Qualifications and Experience
Qualifications
The M&E Consultant must have: Post Grad qualification in Monitoring and Evaluation, or other related field; Recognized expertise in monitoring and evaluation; including a strong track record of innovative leadership in managing evaluations; A minimum of 5 years’ work experience in health and/or social sciences evaluation.
SPECIFIC TASKS FOR THE ASSIGNMENT:
Review some of the activities to be implemented by WAAD to familiarize with expected results and strategies as well as assess the quality of indicators and milestones to be achieved. Draft procedures and guidance notes on monitoring, evaluating and reporting on results.
CONSULTANT’S SPECIFIC DELIVERABLES/OUTPUTS
1. Design a M&E plan for WAAD
2. Draft M&E frameworks, tools, methodologies for WAAD
PROFILE OF CONSULTANT
a) Post Grad qualification in Monitoring and Evaluation, or other related field.
b) Recognized expertise in monitoring and evaluation; including a strong track record of innovative leadership in managing evaluations.
c) A minimum of 5 years’ work experience in health and/or social sciences evaluation.
TIMEFRAME
The services of the consultant will be required to commence work and deliver after 3 working days.
SPECIFIC CONDITIONS AND CONTRACTUAL MODALITIES
1. Payments will be made in accordance with WAAD rules and procedures.
2. Reports and other written deliverables must be submitted in English and electronic copies to WAAD
3. The document and findings will be the property of WAAD and shall not be used without prior written authorization.
