The EpiC Project is currently seeking:
The Technical Specialist Consultant for Health Systems Strengthening Community Engagement who will work under the direction of the EpiC Technical Director to design, implement and manage all technical aspects of EpiC Zimbabwe DDD project’s health system strengthening activity. Technical Specialist Consultant will be based in Harare, Zimbabwe under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) funded Meeting Targets and Maintaining Epidemic Control (EpiC) project.

Duties and Responsibilities

The Technical Specialist Consultant will have the following duties and responsibilities:
• Conduct review of current supply chain and procurement systems and identify areas of improvement and areas for potential harmonization and integration
• Responsible for leading the advocacy, negotiation, and facilitation of stakeholder engagement to initiate and lead a conversation around harmonizing the public and private sector supply chain in Zimbabwe coordinating key stakeholders including the Ministry of Health and Child Care (MOHCC), Medicines Control Authority of Zimbabwe (MCAZ), the Directorate of Pharmacy Services in the MOHCC, Pharmacists Society of Zimbabwe (PSZ), the Pharmacists Council ofZimbabwe (PCZ), Global Fund PSM, GHSC- PSM/Zimbabwe among others.
• Represent EpiC at MOHCC and partner technical working group (TWG) meetings and solicit and incorporate feedback from stakeholders on the harmonization of the public and private sector supply chain systems and lead subsequent meetings for further negotiations.
• Participate in national dialogue to address policy and operational issues related to DDD/DSD. Liaise with the MoH and the pharmacy and supply chain regulatory bodies to support the strategic decisions and policy formulation to harmonize the public and private sector.
• Provide technical expertise and strategies to improve data visibility into the supply chain of commodities handled in the private sector.
• Improve documentation of clients receiving services solely through the private sector,
• Integrate licensed private sector entities into the location/facilities master data of wholesalers, distribution centers, and service delivery points that serve as trading partners within the supply chain and explore opportunities for pooled procurement and propose mechanisms for and implementation steps towards actualization in line with national plans
and agenda.
• Provide technical and programmatic support to key stakeholders
• Ensures successful completion of activities in line with applicable activities approved in
the workplan
• Work with supply chain partners to explore mechanisms for tracking donor commodities
to mitigate the risk of commodity loss across service delivery points.
• Act as a liaison between the FHI 360 DDD project and relevant Governmental and private
health care associations

Qualifications and Experience

Qualifications and Experience
The following are the minimum qualifications required for the position:
• A health-related degree and at least 10 years relevant professional experience; MPH or MSc in Public Health or a related field will be an added advantage; Preference for candidates with experience in the advocacy, policy development, private sector engagement, and strategic information;
• At least two years of successful experience working closely with the Government of Zimbabwe at national, provincial, and/or district levels and familiarity with and working knowledge of the Government of Zimbabwe supply chain and procurement systems and policies;
• Knowledge of ARV and other medical supply chain systems
• Experience working with the private sector and familiarity with the private sector
pharmaceutical market preferred;
• HIV/AIDS programing experience and ability to understand the full range of issues around
ART services and pharmaceutical care as it applies to HIV/AIDS;
• Excellent interpersonal skills and a proven ability to establish and maintain interpersonal
and professional relationships with USG, host-country counterparts, and representatives
from other key stakeholders such as NGOs, CSOs, and the private sector;
• Strong leadership, communication, and interpersonal skills, including proven ability to
develop and communicate a common vision among diverse partners; and
• Excellent written and oral communication skills.
