Job Description

The MEAL Officer is responsible for ensuring the effectiveness, accountability, and continuous improvement of our programs. This role involves monitoring program progress, collecting and analysing data, generating reports, and advocating for beneficiary needs. The position will be instrumental in maintaining and enhancing our PMEL system and fostering organizational learning and knowledge management.

Duties and Responsibilities

- Develop and implement comprehensive MEAL strategies and plans aligned with organizational goals.
- Design and refine M&E frameworks, including logical frameworks, results frameworks, and indicator trees.
- Develop data collection tools and methodologies, such as surveys, interviews, focus group discussions, and observation checklists.
- Oversee data collection processes, ensuring accuracy, completeness, and timeliness.
- Train and supervise field staff on data collection techniques and quality assurance.
- Clean, analyse, and interpret quantitative and qualitative data using appropriate statistical software.
- Develop and maintain a robust data management system, including data storage, backup, and security procedures.
- Monitor project activities and progress against work plans and indicators.
- Conduct regular field visits to assess project implementation and impact.
- Track key performance indicators and identify trends and challenges.
- Conduct regular reviews of project documents and reports to ensure quality and compliance.
- Facilitate learning and knowledge sharing within the organization.
- Prepare high-quality reports, including progress reports, evaluation reports, and lessons learned documents.
- Disseminate findings to relevant stakeholders, including donors, partners, and beneficiaries.
- Develop and maintain a knowledge management system to capture and share best practices and lessons learned
- Contribute to the development of innovative approaches to MEAL.
- Provide technical assistance and capacity building to project staff on MEAL principles and practices
- Organize and facilitate training workshops on data collection, analysis, and report writing.
- Mentor and coach staff to enhance their MEAL skills and knowledge.

Qualifications and Experience

Requirements:
- Bachelor's degree in a relevant field, such as Social Sciences, or Development Studies.
- Certifications in M&E, data analysis, or project management
- Proven experience in MEAL roles, including designing, implementing, and managing M&E systems
- Strong analytical and quantitative skills, with proficiency in data analysis software
- Knowledge of relevant M&E frameworks and methodologies
- Strong organizational and time management skills.
- Ability to work independently and as part of a team.
- Excellent written and oral communication skills, including report writing and presentation skills.
