MEAL OFFICER (INT6637)

Duties and Responsibilities

 In consultation with the Project Manager and Responsible Partners, lead in all aspects of the
project M&E systems
 Lead the needs assessment and baseline surveys/data collection process prior to the
implementation of CARL interventions.
 Lead establishment of routine M&E systems to support tracking of Food System Program,
CARL project activities, progress and performance.
 Coordinate the development of M & E systems and tools for the project activities that
incorporates aspects on the mainstreaming of gender and HIV/AIDS.
 Improve programmatic/project monitoring efforts through managing the data collection of
project activities in the targeted districts and reporting the data for internal use.
 Design, review and test M& E tools for reporting formats and systematic data collection.
These can include mobile-based tools, digitally-enumerated satellite images and other
innovations to data collection, data quality, data entry and data reporting.
 Ensure that the project monitoring systems and tools meet both OGB internal standards and
donor requirements and other relevant national programme standards.
 Ensure appropriate skills are developed and maintained with project MEAL staff through
focussed trainings for continued maintenance of the established M&E tracking systems. This
includes training temporary enumerators on appropriate methods of data collection, entry,

reporting and quality. Support and capacity build partner staff on M&E issues in order to
strengthen their skills in participatory monitoring and evaluation activities
 Coordinate effective data collection, entry, storage and analysis for regular project monitoring
and evaluation.
 Participate in the development of project proposals and operational plans contributing to
ensuring programme quality and measurability of outputs, outcomes and impact.
 Prepare monitoring and evaluation plans, including defining program/project indicators and
sources of data, as well as quarterly and annual reports and other project documents.
 Track and report data on all project indicators.
 Design and oversee implementation of the project M&E framework that is linked to the project
work plan and theory of change.
 Ensure quality, coherence and effective documentation for project visibility through structured
assessments, case studies and research.
 In collaboration with project management, set up an effective system to demonstrate timely
and practical feedback to partners and management on recommendations from periodic
monitoring and evaluation reports.
 Writes and contributes to internal reports for Oxfam country management and donor reports
whilst ensuring quality reporting.
 Conduct periodic visits to project implementation districts and field sites for routine monitoring, program supervision and support production of frequent communication
materials
 Support work on accountability to beneficiaries around the design and implementation of
feedback/ complaints mechanisms ensuring recommendations are taken on board by the
project management team.

Qualifications and Experience

A degree in agriculture, international development, economics, statistics or other relevant qualification in Social Sciences
Master's degree is an added advantage
At least five years relevant professional experience in program monitoring, evaluation and research with previous climate change adaptation, resilience and development
Extensive knowledge of monitoring and evaluation systems and methods
Knowledge of M&E approaches and tools for long term development programming
Commitment to the aims and objectives of Oxfam and to the principles of equity and justice

 Team leader and time management skills with ability to work with minimal supervision
 Flexibility in tasks undertaken
 Ability to work under pressure and meet deadlines
 Interpersonal skills, Good oral facilitation, presentation and report writing skills
 Technical knowledge in climate changes issues, gender issues, HIV/AIDS
 Knowledge of spreadsheets, statistical packages and a good appreciation of database
management and maintenance. Knowledge of statistical packages will be an advantage.
 Experience with mobile platforms (ODK, EpIInfo, etc), mobile data collection and/or GIS
satellite imagery are highly desirable.
 English Language fluency
 Sympathy with the aims and objectives of Oxfam
