About
Welthungerhilfe is one of the largest German non-governmental Organisations in development co-operation and emergency relief. Primarily in cooperation with local partner Organisations, our task is to contribute to the improvement in nutritional and income base for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe since 1980. Sector focus is on WASH, Food and Nutrition Security, Livelihoods and when necessary, Emergency response.
WHH together with ICRISAT, CTDO and SAT are implementing a project entitled “Zimbabwe Agricultural Knowledge and Innovation Systems” which is funded by the European Union under the Zimbabwe Agricultural Growth Programme”. Part of this project involves addressing communication challenges between agriculture stakeholders in Zimbabwe. One of the strategic arms of this project is Extension and one key deliverable is to improve the Inservice training for public extension staff. For implementation of the projects we seek to recruit the following:
Position Summary
Welthungerhilfe seeks to engage a MEAL Coordinator who will be responsible for coordinating the development and implementation of a MEAL system within Welthungerhilfe for the ZAKIS Project.

Job Description
Duties and Responsibilities - Monitoring Evaluation Accountability and Learning (MEAL) system development and technical oversight - Regularly update the MEAL Plan for the ZAKIS project aligning it to the program’s results framework, work plans and donor and beneficiaries’ expectations; Develop ZAKIS’s data infrastructure including designing and implementing a Management Information Systems (MIS); Review and update tools and procedures that measure project performance and achievements towards outcomes and strategic and organizational commitments; Project Monitoring - Coordinate and ultimately responsible for all data collection using digital systems (Akvo, ODK or other open-source tools); Perform quantitative and qualitative data analysis on a regular and ad hoc basis, to understand trends, provide insights on project performance to the management team; Conduct project site visits to provide hands-on training to field staff on how to capture and organize information for accurate documentation and reporting; Responsible for ensuring that gender and youth considerations are effectively integrated at implementation, analysis and report writing stage for all produced MEAL products; Organize and coordinate joint field monitoring visits with key project stakeholders (government departments, community leadership); Supports the management of external (donor) monitoring visits; Evaluations - Coordinate development of and validate evaluations terms of reference, design/methods selection, tools and data analysis for external and internal evaluations; Oversee and coordinate the implementation of evaluations (baseline studies, midterm evaluations and end-term evaluations); Accountability; In coordination with other relevant departments, develop accountability mechanisms for the project ensuring transparency, participation and proper handling of complaints and feedback; Supervise and improve the implementation of accountability mechanisms at the project level. Learning and knowledge management; Organize and coordinate annual project learning events reviewing progress, sharing lessons and mapping the way forward; Develop, set up and maintain a knowledge management system; Periodically assess the consortium partners internal capacity for M&E and provide needs-based capacity enhancement training to projects staff; Reporting Manage data/ reporting confidentiality across the project, ensuring compliance with the data protection regulation;Coordinate project reporting and compile project reports in a timely and competent manner.

Qualifications and Experience

Qualifications, skills and experience required
A Degree in Social Sciences, Development Studies, Statistics and Research or any related field; 5 years relevant work experience in data management, preferably an International NGO ; Demonstrated ability to work effectively with beneficiary communities, Government and other stakeholders at the district level ; Experience in design and implementation of monitoring and evaluation systems including both qualitative and quantitative approaches ; In-depth working knowledge of computer based statistical packages including, Excel and information dissemination software; Excellent report writing and presentation skills; Experience working in consortia with grant funding highly desirable; Strong knowledge on application of Core Humanitarian Standards.
