Job Description

Welthungerhilfe is one of the largest German non-governmental Organisations in development co- operation and emergency relief. Primarily in co-operation with local partner Organisations, our task is to contribute to the improvement in nutritional and income base for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe since 1980. Sector focus is on WASH, Food and Nutrition Security, Livelihoods and when necessary, Emergency response.

Welthungerhilfe (WHH) and Tree of Life (ToL) is implementing a USAID funded Emergency Livelihood, WASH and Psychosocial Support Recovery project in Runyararo Chimanimani. The project is targeting relocated IDPs affected by Cyclone Idai in 2019 and now moved from camps to Runyararo in Ward 7 of Chimanimani District. It also targets host communities from both ward 6 and 7 considering the relocated IDPs were moved to an area surrounded by the two wards. The relocation affected livelihood opportunities, access to water and sanitation with on-going construction of houses affecting the availability of water resources for both communities. The intervention intends to improve household food security and livelihood, improve access to WASH services and prevent the spread of diseases by raising awareness; lastly improve social cohesion between host community and relocated IDPs by applying psychosocial support initiatives.

Duties and Responsibilities

Duties and Responsibilities – Designing and management of the project databases for USAID grant including M&E systems tools and templates to supervise performance. This includes development of M&E workplans, data collection tools, as well as processes for data analysis; Collection and analysis of quantitative and qualitative data to measure the agreed indicators; Leading data quality assessments to ensure that data is collected and accurately entered in the databases monthly; Developing Indicator Tracking Table (ITT) which will be updated monthly and ensuring the alignment of M&E activities with program goals; Developing and refining internal monitoring system and tools and conducting baseline, midterm, Endline evaluations and Post distribution monitoring and produce good reports which meet the donor standards; Developing and monitoring Complaints and Feedback Mechanisms; Regular project site visits to ensure that M&E is being implemented optimally by staff and produce related monitoring reports.

Qualifications and Experience

a. Education: A university degree in a discipline appropriate for the position specialization is required such as Monitoring and Evaluation, Development Studies, Public Health, Social Sciences, Statistics and Research. A Master’s degree is an added advantage.
b. Prior Work Experience: Minimum of three years of progressively responsible job-related professional-level experience in monitoring and evaluation (M&E) systems, evaluation of program/project/ activity implementation and WASH programs. Experience in designing and implementation of monitoring and evaluation systems including both quantitative and qualitative approaches. Practical experience in designing and administering surveys. Demonstrated ability to build surveys onto digital platforms such as Akvo Flow, Kobo or ODK. Experience with USAID donor funded projects its highly desirable.
c. Language proficiency: Excellent command of written and spoken English and Shona.
d. Skills and abilities: The MEAL Officer should have In-depth working knowledge of computer based statistical packages including SPSS, Excel, and information dissemination software; Excellent report writing and presentation skills; Good working knowledge of MS Office and modern telecommunication systems; Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision.
