About
Welthungerhilfe is one of the largest, privately held, non-denominational and politically independent German non-governmental organisations in development cooperation and emergency relief. Primarily, in cooperation with local partner organisations, it is tasked with contributing to the improvement of the nutritional and income status of the poorest rural populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe almost continuously since 1980. Currently, the organisation together with its partners is having projects in all provinces in Zimbabwe. Sector focus is on, Water Sanitation and Hygiene (WASH), Food and Nutrition Security, Livelihoods, and when required Emergency response.

As collaboration and the synergetic use of limited resources in the sector is key, in its 2024 - 2027, Country Strategy, WHH made a decision to pilot the Hub Model arrangement, starting with Manicaland Province. The Hub Model seeks to play a pivotal role in fostering collaboration and sustainable development within Manicaland Province and build on achievements made already. The Model will analyze the policy discourse and development landscape, identifying key stakeholders, and facilitating a collaborative environment that maximizes resource utilization and impact throughout the relevant sectors in Manicaland Province. The Model will further engage with relevant stakeholders’ opportunities for the nexus creation of Tropical Cyclone Idai related response and longer-term initiatives in Manicaland Province, but also delve into opportunities for “new” approaches such as urban development or linking urban with rural development.

Duties and Responsibilities

Terms of Reference

Contextual Analysis
The objective of a contextual analysis is to understand the situational, technical, physical, environmental, organizational, cultural and social settings of a location and its people. It provides the foundation for an informed and improved project /programme design which is building on the potentials. Contextual Analysis (CA) does not have a sector focus but rather looks at all aspects of people’s lives, with a particular focus on the food and nutrition insecurity, livelihoods and Water Sanitation and Hygiene (WASH).
Contextual analysis is applied to both emergency and development contexts. The contextual analysis report should be a good source of information for learning and for new programs development. At the end of the contextual analysis process, several potential programming options should emerge.

Stakeholder Analysis
The stakeholder analysis is an integral part of the context analysis and a process of identifying humanitarian and development actors (who, what, where) grouping them according to their programs, levels of participation, interest and roles, and influence in a defined area.

Welthungerhilfe seeks to engage a consultant to develop a context and stakeholder analysis for Manicaland Province. The context includes detailed stakeholder analysis and should bring out the following.
 The triple nexus in Manicaland Province i.e. interlinkages between humanitarian, development and peacebuilding actions.
 Stakeholder mapping in terms of registration status, roles, sector/expertise, size, geographical coverage and capacities and opportunities.
 Major projects/programmes in the region with a relevance to Food and Nutrition Security(FNS) and how ‘people’ perceive the impact.
 Inventory of existing fora, gaps and opportunities for improved collaboration.
 An in-depth assessment of available (but ‘forgotten’) relevant policies but also policy gaps in the relevant sectors underpinned by food systems transformation in the province.
 An inventory of key actors in development and humanitarian response in Manicaland Province, including local initiatives of the population
 Identification of potentials and needs of specific social groups (youths, men, women, older persons, people with disabilities) and inclusion of the different groups into the stakeholder analysis.

Specific Deliverables
 Develop a context analysis document and stakeholder mapping for Manicaland Province
 Mapping of hazards, risks, programming gaps and potential opportunities within the food systems transformation in Manicaland Province.
 In depth assessment of relevant policies and identification of policy gaps in the relevant sectors
 An analysis of the policy nexus in the province and alignment of the context analysis with the devolution process and focus for Manicaland Province.
 Submit the completed context and stakeholder analysis report by end of August 2024 .

Qualifications and Experience

The consultant expert is expected to have the following qualifications and competencies:
• Master’s Degree in one of the following fields: Development Studies, Agriculture, Business Studies, Monitoring and Evaluation or any other relevant fields.
• 5 years demonstrable experience in conducting similar external studies, research, monitoring and evaluation, particularly in food security, livelihoods WASH in Zimbabwe,
• Working experience in engaging with government and local authorities officials at different levels, and the person must demonstrate thorough understanding of the diverse civil society landscape in Zimbabwe. Analysis of relevant private sector players (supply-chain, local procurement options) is appreciated.
• Good command in both written and spoken English and Shona.
• The expert should demonstrate advanced knowledge in context analysis, participatory appraisals tools, documentation, reporting, strong communication and analytical skills, and commitment to delivering timely, high-quality results.
