Job Description

The M&E Officer will be responsible for designing and implementing the M&E activities of the Country Programmes; assisting the Programmes staff in preparing Quarterly/Annual reports on programs progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Country Programmes and will be responsible for the collection and analysis of different data in relation to the program activities.

Duties and Responsibilities

• Ensure effective Monitoring, Learning, and Impact Assessment
• Develop and strengthen monitoring, inspection and evaluation procedures
• Monitor all programme activities, and progress towards achieving the program output;
• Recommend further improvement of the logical frame work;
• Develop monitoring and impact indicator for the programme success;
• Develop M&E system for the Programme and for the government counterpart/stakeholders;
• Prepare and maintain data base
• Monitor and evaluate overall progress on achievement of results;
• Monitor the sustainability of the programme's results;
• Provide feedback to the Programmes Team on project strategies and activities;
• Suggest strategies to the Programmes Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
• Conduct capacity assessment on existing monitoring and evaluation system
• Develop indicators and a monitoring strategy for country programmes;
• Provide inputs, information and statistics for quarterly, annual and other reports to Programmes Management Team
• Participate in annual programmes reviews and planning workshops and assist the Programmes staff in preparing relevant reports;
• Support monitoring and evaluation of the effects and impact of the project;
• Assist in coordinating across the available components of the Programme to ensure effective implementation of M&E/MIS;
• Assist the Programmes staff with M&E tools and in supporting them in their use
• Conduct field/site monitoring visits
• Assist in donor monitoring missions
• Comply with donor conditions and reporting requirements
• Participate in the development of a strategy and work planning for resource mobilization;
• Participate in the implementation of innovative fund raising and new opportunities identification.
• Participate in the development of cohesive, focused, and effective program proposals
• Review and analyze information and prepare reports/documents on activities related to funding partners and fundraising.
• Coordinate with communications/advocacy staff to measure the effectiveness of promotional materials, launch campaigns, and public relations events.
• Contribute to the development of other Regional REPSSI programs when requested by management.
• Participate in the organizational strategic planning (planning, reviews, and related activities)

Qualifications and Experience

A Degree in Social Sciences, Development Studies, Statistics and Research or any related field;
• Minimum three (3) years of relevant work experience
• Excellent report writing and presentation skills
• Practical experience in training and/or facilitation of groups
• Strong training & facilitation skills
• Practical experience in designing and administering surveys;
• Demonstrated ability to build surveys onto digital platforms; In-depth working knowledge of computer-based statistical packages including SPSS, Excel, and information dissemination software
• Experience in design and implementation of monitoring and evaluation systems including both qualitative and quantitative approaches
• Experience in international, regional, and/or national networking and knowledge management
• Experience in other projects monitoring outside Child Protection is an added advantage
• Work experience with large NGOs, government departments, and/or international cooperating partners
• Prepared to travel to difficult to reach areas.
