Job Description

Background
One of the challenges identified in the Spotlight Initiative Country Programme Document as a barrier to accessing justice by women and children survivors of SGBV/HP is the co-existence of the dual legal system in Zimbabwe. A mapping of citizens’ perception on the justice system (CARL,2017) indicated that although citizens use both the formal and informal showed that 44.9% of the respondents indicated that they rely on the informal justice system to resolve their disputes. . Whilst there seems to be a preference for the informal justice system, there is need to examine, the appropriateness, responsiveness and effectiveness of the formal justice system used by women and girls in SGBV and HP Given the above therefore, the Country Programme will seek to address gaps and the gender blinds spots in the implementation of the law by investing in the formal and informal justice systems and the linkage between the two in the continuum of SGBV/HP/SRHR responsive justice delivery. The conducting of an assessment of the informal and tradition justice system is the first step in this process
The local NGO is an implementing partner under the Spotlight Initiative phase 2, The interventions are informed by findings from the grounded analysis of the Formal and Informal justice system in the context of sexual and gender-based violence (SGBV), harmful practices (HPs) and Sexual and Reproductive Health Rights (SRHRs) in Zimbabwe conducted by the Consortium between 2019 and 2020. The two studies were to assess the efficacy of the formal justice system in addressing gender-based violence. The studies generated knowledge under SDG 3 and SDG 5.

Duties and Responsibilities

A local NGO on Access to justice with support from the Spotlight Initiative seeks to recruit a consultant. The Consultant to contribute by leading in the documentation of gender-based violence case management at selected courts in 3 selected spotlight initiative districts in Zimbabwe. This will include conceptualizing, designing and submission of a technical/Inception report and workplan. To lead and supervise field work, primary focus will be on court observation/monitoring of the processes, procedures, and passed judgements, data collection and analysis and the compilation of findings into factual report of publishable quality with recommendations.

Qualifications and Experience

Minimum Requirements of researchers:
• A relevant bachelor’s degree and several years of relevant experience’ familiarity with current trends in gender is an added advantage.
• Experience in gender, development; participatory research methodologies; policy engagement, or strong potential to perform in these areas.
• Expertise and experience in innovation and research design in gender and or access to justice.
• Incumbent must be available to conduct field work in rural areas.
• Familiarity with relevant government policies and structures.
• Good relations with the Ministry of Local Government,
