Job Description

The Zimbabwe Red Cross Society is implementing a forecast based actions project focused on droughts. Utilising weather forecasts and other metrics the project aims to mitigate the impacts of forecast drought on vulnerable target populations through the implementation of early and anticipatory actions. The Livelihoods Officer will be responsible for the overall rollout of economic strengthening and livelihoods linked-anticipatory activities in selected project districts, ensuring project activities and milestones are well met. He/ She will lead project programming related to drought mitigation; increasing livelihood opportunities and priorities. The Officer will work closely with relevant government ministries to offer technical support to Red Cross Volunteers and community-based facilitators in the implementation of early/anticipatory action, financial literacy, technical skills training, income generating and value addition. The Livelihoods Officer will be key in reducing the economic vulnerability of households and increasing their resilience to drought and floods induced shocks.

Duties and Responsibilities

Early Action identification and implementation
• The officer will work with stakeholders at the national and local levels to identify and implement appropriate Early Actions that can be taken to mitigate the impacts of meteorological hazards
• Collaborate with stakeholders at National Level to ensure that Early actions are aligned with broader sector efforts and support coordination efforts at district level.
• Provide technical guidance and support to volunteers and Agritex workers to build the capacity of community structures to implement drought focused Early Actions
• Provide close supervision and monitoring to the implementation of livelihood project related activities in the field
• Identify market opportunities at the community level to support the expansion of drought tolerant seed and crop varieties for communities.

Monitoring and evaluation
• Conduct post distribution monitoring with the support of the Program Monitoring and Evaluation Department
• Support conducting market assessments or cash feasibility assessment in the targeted communities
• Ensure that project activities are implemented according to the workplans and budget and ensure that field level activities are supported by appropriate financial documentation.
• Under the supervision of Project Coordinator conduct baseline and end line surveys

Other Responsibilities
• Actively work towards the achievement of the National Society Strategic Goals.
• Abide by and work in accordance with the Red Cross Fundamental principles
• Perform any other work-related duties and responsibilities as assigned by the supervisor.
• Contribute to proposal development and provide livelihood focused technical advice to other programme departments and projects.

Qualifications and Experience

Education:
A minimum of a Bachelor’s degree in Agriculture, Agrometeorology, Development Studies Social Sciences, and other related field from a recognized institution of learning.

Experience
• Relevant experience in community development focusing on sustainable livelihood approaches, drought mitigation, project monitoring, evaluation, accountability, and learning.
• The incumbent must demonstrate experience of working with communities in the development of agriculture and livelihood improvement projects.
• Familiarity with the humanitarian sector, distributions and cash and voucher programming.

Competencies
• Familiarity in using data collection, analysis, and visualization software (ODK, KoBo, Excel)
• Skills in conducting training and other capacity building activities
• Strong analytical and research competencies and strong familiarity with drought coping strategies

• Flexibility and ability
• Strong listening and communication skills
