Reporting to: General Manager Legal Services, Corporate Affairs and Protocol
Summary of Duties: Support the dispute resolution mandate of the Commission by facilitating resolution of land disputes through Alternative Dispute Resolution (ADR), providing legal advice, conducting investigations, preparing legal opinions, and promoting sound land governance in accordance with section 297 of the Constitution and the Zimbabwe Land Commission Act. Receive, assess and process land dispute complaints; conduct legal analysis to determine jurisdiction and admissibility; facilitate mediation, conciliation, negotiation and other ADR mechanisms; prepare determinations from oral hearings; prepare legal opinions, investigation reports, case summaries and recommendations; research and interpret the Constitution, land laws and court decisions; carry out legal research; support investigations into land disputes and alleged maladministration; liaise with Government ministries, local authorities, courts and stakeholders; maintain case management records; conduct public awareness on ADR and land rights; and any other related duties assigned by the supervisor.
Required Qualifications, Experience and Attributes: Bachelor of Laws degree; registration or eligibility for registration as a Legal Practitioner is an added advantage; understanding of court procedures and litigation; professionalism in contextualising legal and governance issues within land administration and management; clear and effective communication skills, including correct interpretation of instructions.
