Job Description

Applications are invited from suitably qualified persons to fill the following positions that have arisen within the Environmental Management Agency (EMA)- an equal opportunity employer.

Duties and Responsibilities


Reporting to the Corporate Secretary the job incumbent will be responsible for providing legal services required by the Agency' and ensuring that the Agency is compliant with all relevant legislation and protected from legal action.
Duties and Responsibilities;
• Coordinates, develops and reviews statutory instruments, policies and procedures to ensure that all provisions of environmental law enforcement of the EMA Act [CAP 20:27] are implemented.
• Provides advice on policies, procedures and best practices to the Departments to ensure effective, efficient and maximum compliance with the EMA Act [CAP 20:27] and statutory instruments.
• Reviews, prepares responses and represents the Agency in all legal action brought against it (e.g. labour issues, appealsand any other legal action against the Agency)
• Ensures all legal documents of the Agency regards property transfers and EMA's right to its property are properly catalogued, with a proper register kept and are safely stored..
• Provides Officers and Directors with advice and guidance in identifying the critical areas in which the application of legal principals yields the greatest opportunities for minimizing risks and maximizing efficiency of environmental law enforcement efforts.
• Works with all Departments on developing and modifying internal policies and procedures to conform to legal requirements.
• Notifies EMA departments about relevant new and amended legislation and its implications on the Agency's operations.
• Serves as liaison with carefully selected outside legal firms and monitors and evaluates their activities, i.e. on all court casesand out of court cases.
• Maintains and updates a register on all cases referred to external lawyers.
• Prepares all legal drafts & documents, legal notices, etc. in co-ordination with the Corporate Secretary.
• Drafts and negotiates all contracts, Memorandum of Understanding, agreements and obligations that the Agency enters into.

Qualifications and Experience

Qualification, Experience and Competences:
• Bachelor of Law degree.
• Registered Legal Practitioner in Zimbabwe
• At least two (2)years' experience in a similar post.
• Good negotiation skills.
