Background
Zim-TTECH is seeking qualified and experienced applicants to be considered for the position of Learning and Evaluation Officer, based in Harare. Zim-TTECH is a registered Private Voluntary Organisation (PVO 125/23). Its activities occur primarily in the technical areas of health system strengthening; epidemiology and strategic information strengthening, health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases.

Position Summary:
The Learning and Evaluation Officer (LEO) will manage and administer a range of protocol, evaluation, and data collection activities, working closely with Zimbabwe-based Strategic Information, Program, and Quality Improvement staff, as well as Evaluation Advisors based in Seattle, USA.

The LEO will ensure that project implementation complies with approved protocols and/or other stipulated standards. The position reports to the Technical Director.

Duties and Responsibilities

Protocol Conceptualization & Drafting

• Conducting background research and analysis of existing program data / results to inform evaluation concepts.
• Participating in the development and/or review of evaluation protocols and of quantitative and qualitative data collection tools and other participant-facing materials.
• Coordinating language translation of protocol materials, as needed.

Protocol Approvals
• Preparing initial and renewal protocol packages for submission to required reviewers and ethics boards.
• Monitoring protocol submissions and tracking key deadlines.
• Coordinating investigator responses to comments and requested revisions, including maintaining organized records and version control.

Protocol Implementation and Coordination of Data Collection
• Developing and circulating standard operating procedures (SOPs) for protocol implementation and data collection in collaboration with protocol investigators.
• Coordinating training needs specific to data collection and protocol implementation for staff at both central and facility levels.
• Working with staff at each evaluation facility to coordinate recruitment and scheduling for data collection (e.g. questionnaires or in-depth interviews), including problem solving of challenges as needed.
• Ensuring the smooth and efficient day-to-day operation of evaluation and data collection activities.
• Working closely with staff and stakeholders to find innovative ways to overcome operational challenges
• Preparing internal report(s) on data collection progress.
• Coordinating transcription and language translation of qualitative data, as needed.

Analysis and Results Dissemination
• Leading and/or contributing to analysis of quantitative evaluation data, including creation of table shells, analysis memos, final results and development of codebooks, coding of transcripts, and thematic analysis
• Assisting with results dissemination from each evaluation, such as reports, program briefs, slide decks, conference abstracts, and/or manuscripts.
• Supporting Zim-TTECH Care & Treatment program conference abstract development process, including coordination and technical review, as needed.

Qualifications and Experience

Qualifications, Skills and Experience
• Master’s degree in Public Health/ Informatics/ Public policy/Social Science, or related discipline.
• Minimum of 3 years’ experience in program management, evaluation, or research coordination.
• Experience in designing and/or conducting accessible research, evaluation, or programs and with quantitative and/or qualitative data collection and analysis.
• Familiarity with the Zimbabwean public health system and public health facilities.
• Excellent facilitation skills and demonstrable ability to facilitate communication and workflow between professionals with a variety of cultural backgrounds in a respectful and diplomatic manner to enhance effective partnerships.
• Strong organizational skills, attention to detail, and excellent time management.
• Excellent computer skills with knowledge of MS Word, Excel, Outlook, PowerPoint.
• Ability and willingness to travel within Zimbabwe.
• Experience with one or more statistical analysis software packages ( e.g Stata, R, SPSS), with qualitative data management software (e.g. Atlas.ti, dedoose, NVivo) and in using CommCare.
• Demonstrated experience as first or co-author on ≥ 1 peer-reviewed conference abstract or manuscript.
