About the organization:
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of Laboratory Officer for the Impilo EHR/CBS program. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; epidemiology and strategic information strengthening, health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control (CDC) to implement Strengthening Epidemiology and Strategic Information in the 44 districts of the Republic of Zimbabwe. Zim-TTECH also implements HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) Program. Additionally, the ZimPAAC DREAMS consortium comprising of three local partners implements DREAMS activities in four districts in Matabeleland North Province (Bubi, Nkayi, Tsholotsho and Lupane). The contract of employment for this position will support the epidemiology and strategic information scope of work and is renewable yearly subject to availability of funding and satisfactory performance of the candidate.

Position Summary
The job exists to provide laboratory support, quality assurance of Recency testing and building the capacity of testers at the clinics in the country to perform RTRI. The Laboratory Officer works closely with Provincial Laboratory Officers within the Ministry of Health structures to ensure sustainability of the program.

Duties and Responsibilities

Responsibilities
Build the capacity of the provincial laboratory staff, to supervise site level staff to conduct HIV-1 Recency testing. Develop and manage an efficient distribution system for lab supplies and consumables for the case-based surveillance (CBS) with HIV Recency testing in the province. Coordinate and facilitate all CBS with Recency testing trainings in the province. Review the implementation of quality assurance and quality control (QA/QC) procedures for HIV rapid testing, HIV Recency testing, and any other tests as defined in the CBS protocol. Work with Provincial IT Systems Support Officer to ensure all HIV and Recency tests are entered into the E-HR in real time at all sites in the province. Participate in data collection monitoring and quality assurance visits to staff at health facilities for purposes of monitoring adherence to lab standards. Participate actively in the field supervision and monitoring of all sites doing Recency testing. Represent Zim-TTECH in discussions with provincial stakeholders and assess ways in which the province’s capacity to process samples can be developed and strengthened. Qualifications and Experience

Qualifications, Skills and Experience
Bachelor of Medical Laboratory Sciences Degree (HBMLS) or equivalent. Registered with the Medical Laboratory and Clinical Scientists Council of Zimbabwe (MLCSCZ). Two (2) years of related experience in providing laboratory technical expertise in HIV testing. Demonstrated ability to communicate effectively with partners, staff, and colleagues with a high level of tact, diplomacy, and confidentiality. Ability to prioritize, act independently, work under deadlines, and implement several tasks at once. Two (2) years of experience in managing clinical or research laboratory work. Knowledge and experience in design, implementation, and management of laboratory services in HIV programs. Good knowledge of lab QA and QC practices. Knowledge/experience of procurement procedures and equipment/supply/stock tracking and inventory. Experience with lab-related data management systems.
High level of proficiency in relevant computer applications, particularly Excel. Excellent interpersonal, management, and communication skills.
