About the organization:
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of KP Officer for the HIV & TB treatment and care services. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; epidemiology and strategic information strengthening, health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control (CDC) to implement Strengthening Epidemiology and Strategic Information in the 44 districts of the Republic of Zimbabwe. Zim-TTECH also implements HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) Program. Additionally, the ZimPAAC DREAMS consortium comprising of three local partners implements DREAMS activities in four districts in Matabeleland North Province (Bubi, Nkayi, Tsholotsho and Lupane). The contract of employment for this position is renewable yearly subject to availability of funding and satisfactory performance of the candidate.
Position Summary
The main function of this position is to oversee the KP program, working closely with PZAT, NAC and other partners, ensuring it is evidence-based, adapted to local context, and reflects best practices for provision of STI/TB/HIV prevention, care, and treatment to KPs.
Duties and Responsibilities

Provide advisory services and technical assistance to KP implementing partners on various program areas capacity development, IEC materials (and key messages) development and dissemination of information. Recommend the implementation of KP M&E frameworks, strategies, guidelines, and packages. Share best practices with the National KP program. Support development of annual work plan for the KP program to guide implementation of activities within the consortium. Support the Senior Program Manager (SPM) in the development and implementation of technical and experiential quality standards across supported facilities/ districts. Manage partner relations within the ZIMPAAC consortium, Ministry of Health, and Child Care at national, provincial and district level as well as other stakeholders. Represent Zim-TTECH at national technical working groups and collaborate with other technical partners. In line with M&E KP ZimPAAC consortium focal persons, support rollout of a KP M&E system that tracks a layered minimum package of services across service delivery points. Review all reports from implementing partners before onward submission to Zim-TTECH SPM and CDC. Analyse routine and special program data to identify best practices for cascading throughout the network and opportunities for continuous quality improvement in the program. Strengthen program and partner staff capacity to generate, interpret and use routine evidence to strengthen programmatic decision-making. Conduct technical support visits to public sector sites implementing the KP program and support field personnel to sustainably improve performance. Plan for and monitor roll out of PrEP according to National guidelines. Support tracking and management of budgets and ensure compliance with Zim-TTECH and CDC/PEPFAR regulations.
Qualifications and Experience
Qualifications, Skills and Experience
Postgraduate qualification in Public Health, Nursing, Epidemiology, Health promotion or any Social Sciences and health related field. At least 3 years’ experience in building capacity for key populations and health care providers in improving health through use of participatory methodologies for planning and implementing local-level activities. Minimum three years’ experience in designing, implementing, and monitoring large-scale HIV prevention, care, treatment, and support programs. Demonstrated knowledge of evidence-based and structural HIV prevention care and support interventions for key populations and linkage to services. Excellent interpersonal, training, facilitation, team building and problem-solving skills.
