ENGAGEMENT AND BEST PROJECT SCALE PROPOSAL DEVELOPMENT
World Vision Zimbabwe (WVZ) is inviting reputable individuals/organizations to submit bids for
consultancy services to support the Resource Development and Donor Engagement (RDDE) in
developing proposals for the private sector and financial institutions engagement and BEST
project scale proposal. World Vision Zimbabwe will play a crucial role in providing the consultant
with background documentation and information about the opportunity, enabling them to gain a
comprehensive understanding of the requirements and critical areas involved. The consultant will
proactively work with RDDE, technical advisors, and partner teams to support specific
deliverables mentioned in the terms of reference and participate in meetings as required. The
Head of RDDE at WVZ will line-manage the consultant. The consultant will facilitate the
coordination of stakeholder meetings together with RDDE where applicable.

Background
The Ministry of Lands, Agriculture, Fisheries, Water and Rural Development is in the process of
developing a new livestock program, the Zimbabwe Livestock Growth Programme (ZLGP). This
program aims to:
• Increase production, productivity, and profitability of the livestock sector
• Support the sector's recovery from the devastating impacts of El-Nino.
• Boost exports of livestock and livestock products.
The Ministry is requesting the provision of an expert in the beef sector to provide technical
Guidance and support to our team.
The initiative to create a full program is starting 18th December 2024 and tentatively closing May
2025. WV will participate with Resource Mobilization staff and work closely with the consultancy
on beef value chain expertise to ensure valid input and support to the ZLGP as a follow-up
program of the ZAGP, where WV participated successfully with it’s Beef Enterprise Strengthening
and Transformation (BEST) project, the Ministry informally encouraged WV to use experience,
best practise and collaborations made, to scale this opportunity. WV, through its BEST Project
Manager, has participated at the Launch of the concept note last year and interacts bilaterally
with relevant stakeholders. The focus of this intervention is to strongly contribute to the ZLGP
development and roll out, including detailed design and submission of a program to identified
donors in collaboration with the Ministry.
WV emphasises this program being substantial initiative to scaling BEST and further private
sector, re-greening and response interventions, deepening collaborations with Private Sector and
Financial Institutions and deepen relations to relevant stakeholders in Zimbabwe.
Scope of work
This task is guided by the following information derived from the CN, information provided by the
Ministry:
• Review of former ZAGP learning and results
• Review of existing CN of ZLGP
• Relationship building/ maintenance with relevant stakeholders to identify opportunities of
collaboration
• Re-connection with BEST partners (private sector and financial institutions) promoting
and developing joint ideas to collaborate
• Participation and technical expertise provision on outlined meetings by the ministry
• Joint elaboration of WV involvement and strategic steps with the Livelihood Expert and
RDDE assigned staff
• Support the development of a program draft of the Ministry
Deliverables
This consultance will provide up to # days of program development under the Ministry based on
agricultural/ livestock expertise, the BEST project best practises and gaps identified on the
ground. The deliverables will include close reporting and engagement with the technical leads and
Resource Acquisition team on developments and strategic steps for WV to strengthen its
participation during implementation of the ZLGP.
The consultant is requested to keep written track of actions taken, contacts made and project
ideas discussed and agreed on. He/she shall closely consult on steps to be taken with RDDE.
Latest by 30.05.2025 a program shall be finalized and successfully promoted to donors in collaboration with the Resource Development team and based on Ministry assignments.
Supervision and payment schedule
The role of World Vision Zimbabwe will be to provide the consultant with access to background documentation/information about the opportunity to enable the consultant to develop a good grasp of the requirements and critical areas. The consultant will be able to use a WV Laptop, granted with access to BEST data and folders (and others as required), a WVI email address and may use a WV vehicle on specific business trips. The consultant will proactively work with RDDE, Technical Advisors and partner teams to support specific deliverables mentioned above and participate in meetings with as required.
The consultant will be line-managed by the Head of RDDE by World Vision Zimbabwe. The consultant will facilitate the coordination of Stakeholders meetings together with RDDE where applicable.
A maximum of # days at the rate of USD #/day will cover this consultancy; any work beyond the maximum number of days cannot be charged but is expected to be completed. Consultancy fees exclude associated communication costs and fuel.
Qualifications and experience
• Good grasp of the country context, governance structures, policies, processes and development programming, especially in the private agricultural/horticultural and
financial sector.
• Minimum of 10 years of work experience in livestock/ beef value chain and private sector engagement/ project implementation with related INGO knowledge
• In-depth knowledge of the BEST project and understanding on opportunities to scale the intervention
• Excellent communication skills, regarding relationship building through understanding of interests and hesitations among all stakeholder
• Sound personal organisational skills, including time management, ability to meet deadlines,
multi-tasking, prioritization of tasks, and working with strict timelines
• Must possess a strong work ethic, have confidence, take the initiative and be a self-
motivated, enthusiastic team player as well as an individual contributor
• Highly developed cultural awareness and ability to work well with people from diverse
backgrounds and cultures
• Fluency in English, both verbal and written, is essential
• Commitment to and understanding of World Vision’s aims, values, and principles
• Highly competent in use of Information Communication Technology
