PROCUREMENT OF PROFESSIONAL AGRICULTURAL PROPERTY AND BUSINESS VALUATION SERVICES-ESTATE LATE FRANCIS TADERERA DR209/26

1. BACKGROUND

Legal Eagle Private Limited, acting on behalf of the Estate Late Francis Taderera (DR 209/26), invites qualified and registered valuation firms to submit proposals for the valuation of an agricultural property and its associated farming business situated in Hwedza District, Zimbabwe.

The valuation is required for estate administration purposes and will assist in determining the fair market value of the estate assets for reporting, administration, and distribution purposes in accordance with applicable laws governing deceased estates.

2. OBJECTIVE OF THE ASSIGNMENT

The objective of this assignment is to undertake an independent professional valuation of:
• The agricultural property measuring approximately 200 hectares situated at 3 Bow, Hwedza District;
• The animal husbandry enterprise operating on the farm;
• All livestock and biological assets;
• Farm machinery, equipment, vehicles, tools, and infrastructure;
• The financial value of the farming business as a going concern;
• The income-generating capacity of the farming operations.

Duties and Responsibilities

3. SCOPE OF WORK

A. Agricultural Property Valuation
• Inspection and valuation of the agricultural land;
• Assessment of all buildings and improvements;
• Valuation of farm infrastructure including fencing, boreholes, dams, irrigation systems, roads, storage facilities, staff accommodation, and other permanent improvements;
• Determination of the market value of the immovable property.

B. Livestock and Biological Assets Valuation
• Physical verification and valuation of all livestock;
• Classification by species, breed, age, and production category;
• Assessment of livestock market values;
• Valuation of breeding stock and productive herds.

C. Farm Equipment and Movable Assets Valuation
• Valuation of tractors, vehicles, trailers, implements, machinery, generators, pumps, tools, and equipment;
• Assessment of furniture, fixtures, and other movable farm assets;
• Determination of replacement and market values where applicable.

D. Agricultural Business Valuation
• Review and analysis of historical income and expenditure records;
• Assessment of profitability and operational performance;
• Analysis of revenues generated from livestock and related farming activities;
• Review of operating costs, liabilities and expenditure patterns;
• Assessment of business assets and working capital;
• Determination of business value using appropriate valuation methodologies.

E. Financial Analysis
• Review financial statements, cashbooks, income records, expenditure records, bank statements and supporting documents;
• Analyse historical and current financial performance;
• Assess sustainability and future earning potential;
• Provide a valuation opinion based on accepted business valuation principles.

4. DELIVERABLES
1. Inception Report detailing methodology and workplan;
2. Agricultural Property Valuation Report;
3. Livestock and Biological Assets Valuation Report;
4. Farm Equipment and Movable Assets Valuation Report;
5. Agricultural Business Valuation Report;
6. Financial Analysis Report;
7. Consolidated Estate Valuation Report;
8. Valuation Certificates signed by a registered valuer;
9. Electronic and hard-copy versions of all reports.

Qualifications and Experience

5. ELIGIBILITY REQUIREMENTS
• Registration as professional valuers in Zimbabwe;
• Experience in agricultural property valuation;
• Experience in livestock valuation;
• Experience in business valuation and financial analysis;
• Availability of qualified agricultural, financial and valuation specialists;
• Proven experience in estate, agricultural or commercial valuation assignments.

6. EVALUATION CRITERIA

Understanding of Assignment – 10%
Methodology and Approach – 25%
Experience in Agricultural and Business Valuations – 30%
Qualifications of Team Members – 15%
Financial Proposal – 20%
