SUPPLY OF VEHICLE
TENDER No. VEH/LCD 05/2025
SECTION 1: INVITATION FOR BIDS (IFB)
Leonard Cheshire Disability Zimbabwe (PVO36/80) invites sealed bids from eligible bidders for the supply of Three (3) good second-hand vehicles and One (1) Brand-New Single/Twin cab vehicle;

1. Minibuses x 3
Or
2. Double cab pickup x 3
And
3. Brand-New Double/ Single Cab pick-up x 1

SUPPLY OF VEHICLE

SECTION 2: INSTRUCTIONS TO BIDDERS (ITB)
A. INTRODUCTION
1. Eligible Bidders
This invitation for bids is open to all registered suppliers of the specified vehicles in Zimbabwe
2. Cost of Bidding
The bidder shall bear all costs associated with the preparation and submission of its bid, and Leonard Cheshire Disability Zimbabwe (LCDZ) will in no case be responsible or liable for any costs, regardless of the conduct or outcome of the bidding process.

B. THE BIDDING DOCUMENT
3. Content of Bidding Documents
The goods required, bidding procedures and tender terms are prescribed in the Bidding Documents. In addition to the Invitation for Bids, the Bidding documents include:
(a) Instructions to Bidders (ITB)
(b) General Conditions of Contract (GCC)
(c) Bid Data Sheet
(d) Technical Specifications
(e) Bid Form and Price Schedules
(f) Contract Form
The bidder is expected to examine all instructions, forms, terms and specifications in the bidding document. Failure to furnish all information required by the bidding document or to submit a bid not substantially responsive to the bidding document in every respect will be at the bidder’s risk and may results in the rejection of its bid.

4. Clarification of Bidding Documents
A prospective Bidder requiring any clarification or a full set of Bidding Documents may notify Leonard Cheshire Disability Zimbabwe by email on the emails provided herein.

Duties and Responsibilities

5.1 At any time, LCDZ reserves the right to make amendments without incurring any liability to the prospective bidders
5.2 All prospective bidders that have received the Bidding Document will be expected to comply with the bidding requirements.
5.3 In order to allow prospective bidders reasonable time in which to take the amendment into account in preparing their bids, LCDZ may, at its discretion, extend the deadline at no liability for the extension prior to the submission of the bids.

PREPARATION OF BIDS
6. Documents comprising the bid
The bid prepared by the bidder shall comprise the following components:-
(a) A bid form and a complete price schedule
(b) Documentary evidence established in accordance with ITB Clause 1 that the bidder is eligible to bid and is qualified to perform the contract if its bid is accepted;


7. Bid Form
The bidder shall complete the bid form and the appropriate price schedule furnished in the bidding document or quotation indicating a brief description, specifications of the motor vehicle to be supplied, year of manufacture, mileage, chassis or VIN number country of origin, quantity and prices.

8. Bid prices
The bidder shall indicate on the appropriate price schedule or quotation the unit prices where applicable and total bid price of the motor vehicle it proposes to supply under the tender.
(a) The price for all costs including inland transportation, insurance and other local costs incidental to delivery of the goods to their final destination.
(b) The price of other (incidental) services, if any. Prices quoted by the bidder shall be fixed during the bidders’ s performance of the contract and not subject to variation on any account; A bid statement with an adjustable price quotation will be treated as non-responsive and will be rejected.

Qualifications and Experience

9. Bid Currencies
For motor vehicles that the Bidder will supply, the prices shall be quoted in USD.

10. Documents Establishing Bidder’s Eligibility and Qualification
10.1 Pursuant to ITB Clause 6, the bidder shall furnish, as part of its bid, documents establishing the bidder’s eligibility to bid and its qualifications to perform the contract if its bid is accepted.
10.2 The documentary evidence of the bidder’s qualifications to perform the contract if its bid is accepted shall be established to Leonard Cheshire Disability Zimbabwe’s satisfaction:
(a) That the bidder has the financial, technical and production capability necessary to perform the contract.

11. Period of Validity of Bids
Bids shall remain valid for the period specified in the Bid Data Sheet after the date of bid opening prescribed by the purchaser, pursuant to Instruction to Bid Clause 13. A bid valid for a shorter period shall be rejected by the purchaser as non-responsive.
Format and Signing of Bids
11.1 The bidder shall prepare an original copy of the bid indicated in the Bid Data Sheet, clearly marking TENDER No. VEH/LCD 05/2025
11.2 Any alterations, erasures or overwriting shall be valid if they are initialled by the person or persons signing the bid.

12.1 All bids should be sent as One (1) PDF file
Be addressed to Leonard Cheshire Disability Zimbabwe at the address given in the Bid Data Sheet; and Bids must be received by the Purchaser (LCDZ) via email addresses provided herein no later than the time and date specified in this document i.e. 18 June 2025.
