The purpose of the study is to determine the intersections between Disaster Risk Reduction and Climate Action (specifically Climate Change Action) and analyze measures that overlap between them regarding disability inclusion and risks and challenges faced by people with disabilities and caregivers that are associated with Climate Change. This will establish gaps in inclusion aspects which, when addressed, will see no one and no place is left behind.
Scope of work
The study will establish the relationship between Disaster Risk Reduction (DRR) and Climate Change Action (CCA) intersection. Disability inclusion is key in disaster risk reduction on the one hand and climate change adaptation (CCA) on the other. The study will analyze if inclusion is part of intersections between Disaster Risk Reduction on one hand and Climate Change Action (CCA) on another. In addition, this study will bring up risks and challenges faced by persons with disabilities due to climate change. The study area covers the project local community operational areas of Chivi District in Masvingo Province, which is a drought and prolonged dry spell prone region. Chivi has also experienced flooding disasters, a case of Tokwe-Mukosi flooding disaster of 2013. The district is the project operational area at local community level working with local traditional leadership and District stakeholders. Stakeholders key to this study include Government Ministry Departments that include the Department of Civil Protection (DCP), Meteorological Services Department (MSD), Climate Change Department (CCD), Social Development Services, District Development Coordinators (DDCs), traditional and church leaders, Organizations of Persons with Disabilities (OPDs), persons with disabilities caregivers and family members.
The consultant will:
a. Submit both the technical and financial proposal based on the terms of reference (ToRs) with detailed methodology, data collection tools and workplan.
b. Present the proposal at inception meeting.
c. Conduct the study through agreed data collection methods.
d. Analyze collected data and produce a draft report for comments from CBM.
e. Present findings and recommendations in a validation meeting
f. Final reporting (max. 20 to 25 pages without annexes)
Deliverables
• Inception report including proposed data collection tools and study/survey question matrix.
• Materials, data collected/analyzed and other documents related to the study.
• A summary PowerPoint Presentation highlighting the main findings and recommendations.
• Presentation of findings and recommendations in a validation workshop
• final report (max. 20 to 25 pages without annexes) according to CBM’s report template and in an accessible format; and the report should incorporate feedback from CBM.
Technical and financial proposal
The consultant(s) is expected to submit both the technical and financial proposal (copy and original) based on these terms of reference (ToRs) including CV of the lead consultant. Statutory documents e.g., tax clearance or VAT certificate is mandatory.
Duration of the assignment
The consultant(s) shall conduct the study in 15 days upon agreement with CBM Zimbabwe.
• Academic degree preferably in Development Studies/ Disability inclusion/ Disaster management/Climate Change/Any other suitable qualifications
• At least 5 years of work experience in Humanitarian Action/ Disaster Risk Reduction and/or Disability Inclusion (programme design, implementation and/or assessment)
• At least 3 years of work experience with similar research projects
• Strong analytical, communication and report writing skills.
• Fluent in English, and Shona.
• Working independently and pro-actively seeking information, while remaining culturally sensitive
