Background

Background

The Government of Zimbabwe, through the Ministry of Environment, Climate, Tourism and Hospitality Industry (MECTHI), in partnership with the United Nations Development Programme (UNDP), is implementing a 6-year Global Environment Facility (GEF) funded project entitled “Strengthening Biodiversity and Ecosystems Management and Climate-Smart Landscapes in the Mid to Lower Zambezi Region of Zimbabwe”, known locally as the Zambezi Valley Biodiversity Project (ZVBP). This is a child project being implemented under a global parent programme entitled “Global Partnership on Wildlife Conservation and Crime Prevention for Sustainable Development.” The project seeks to address multiple threats to biodiversity and sustainable community development in the Lower Zambezi which include poaching and associated wildlife trade, retaliatory killing of wildlife, deforestation, and associated land degradation due to unsustainable agriculture and firewood consumption, and uncontrolled veld fires. The project is being implemented in Hurungwe, Mbire and Muzarabani Districts as well as Mana Pools National Park, and Chewore, Sapi, Hurungwe, Dande, Charara and Doma Safari Areas.

The Zimbabwe project is therefore a multifocal area project whose objective is to promote an integrated landscape approach to managing wildlife resources, carbon and ecosystem services in the face of climate change in the protected areas and communal lands of the Mid to Lower Zambezi Regions of Zimbabwe. The project has 4 components namely: Component 1. Strengthening capacity and governance frameworks for integrated wildlife and woodland management and wildlife/forest crime enforcement in Zimbabwe; Component 2. Strengthening Zimbabwe's PA estate and CAMPFIRE Wildlife Conservancies in areas of global BD significance; Component 3. Mainstreaming biodiversity and ecosystem management, and climate change mitigation, into the wider landscape; and Component 4. Knowledge Management, M&E and Gender Mainstreaming

Under Component 1, the project is supporting the development and implementation of a nationwide system for monitoring wildlife and forest crimes. The Spatial Monitoring and Reporting Tool (SMART) is a law enforcement management tool which is being used widely in other regions. Despite the fact that the Zimbabwe Institute of Wildlife Conservation (formerly Mushandike College of Wildlife) offers a SMART module, there has been limited use of the tool in Zimbabwe because of lack of capacity and resources to support the technology, among other challenges. The project has committed to introduce the SMART tool and support the development of skills and capacities to apply it. The project plans to develop an integrated SMART strategy and implementation plan which ensures coordinated and rationalized support to all conservation areas. Equipment for using SMART has already been procured.

To this end, UNDP, in partnership with Zimbabwe Parks and Wildlife Management Authority (ZPWMA), is therefore seeking the services of a competent individual or firm/organization to develop a SMART Strategy and Implementation Plan and assist in training field staff in the use of the tool.

Purpose of Assignment

The purpose of this assignment is to develop a national SMART Implementation Plan and a localised implementation plan for the project area; and train field staff in the use of the tool.

SCOPE OF WORK

UNDP seeks the services of a consultant to develop a National SMART Strategy and Implementation Plan, including a local strategy and implementation plan for the project area; and Train Field Staff in the use of SMART in monitoring Illegal wildlife tradeThis will involve the following:

Conduct desk review and produce detailed report on status of the use of SMART in Protected Areas in Zimbabwe

The consultant is expected to carry out a desk study and produce a report on the status of the knowledge and use of SMART and other ranger-based tools for monitoring illegal wildlife trade in protected areas, conservancies and other wildlife areas in Zimbabwe. ?The analysis should review existing knowledge and institutional capacity, organizational setup, financial and administrative capability of organisations to use SMART as a tool for monitoring illegal wildlife trade. A review of the SMART Module at the Zimbabwe Institute of Wildlife Conservation (formerly Mushandike College of Wildlife) should be carried out.

Development a SMART Strategy and Implementation Plan

In consultation with UNDP and the ZPWMA, the consultant will carry out a stakeholder analysis, and lead in the development of:

A national Strategy and implementation Plan for use of SMART as a tool for monitoring IWT at national level. The strategy should take into consideration any work already on the ground, including the teaching of SMART at the Zimbabwe Institute of Wildlife Conservation;
A localised Implementation Plan for the Zambezi Valley project area, and this should be in sync with the National Strategy and Implementation Plan, including a SMART monitoring and evaluation framework. The implementation plan should be costed with an elaboration of the inputs that are required to successfully implement SMART.

Train rangers and other PA staff in the use of SMART

The consultant must produce a training programme and provide training for ZPWMA HQ, PAs in the project area and target conservancies in the use of SMART system in monitoring IWT in the Zambezi Valley. This will include:

A training of trainers for the Zimbabwe Institute of Wildlife Conservation and other ZPWMA staff;
Training of field staff from the project area;
Production of a programme for follow-up trainings and mentoring for PAs in the project area and target conservancies for the 2022-2024 period.

INSTITUTIONAL ARRANGEMENT

The consultant will work under the guidance of the Project Manager and the designated technical officer from ZPWMA, in close consultation with the Head of PRECC Unit.

DURATION OF THE WORK

The assignment is expected to require 50 working days and can be spread over a maximum 4 calendar months.

PAYMENT MILESTONES AND AUTHORITY

The consultant must send a lump sum financial offer based on Daily Fee.? The consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. Travel and daily subsistence costs will be paid by the project for travel out of Harare. Travel and other cost for participants for trainings and workshops will be covered separately by UNDP and should not be included in the financial offer.

Payments will be made based on the agreed lump sum financial offer and released upon submission of a certificate of payment request, indicating deliverables achieved and days worked to be verified and cleared for payment by the supervisor.

The Individual Consultant shall receive his/her lump sum fees upon certification of the completed tasks, as per the following payment schedule:

20% payment upon presentation of a inception report with detailed methodology of how the consultancy will be done;
10% payment upon submission of detailed report on status of knowledge, training and use of SMART in Protected Areas in Zimbabwe;
30% payment upon submission of National SMART Strategy and Implementation Plan, including a separate, detailed Implementation Plan for the project area;
40% payment upon submission of a training report, recommended revision of module, including a programme for follow-up trainings and mentoring for PAs in the project area and target for 2021-2024.

Qualifications and Experience

Required Skills and Experience

Education

Minimum qualification of a B.Sc. degree in either Zoology, Wildlife Ecology, Wildlife Conservation, or related qualification.

Experience

At least 5 years' experience in the use of SMART in protected areas is a prerequisite;
Extensive experience in working in the conservation and wildlife sectors including management, monitoring and evaluation;
Demonstrated experience working with high-level institutional decision-makers;
Knowledge of environmental or conservation issues in Zimbabwe;
Demonstration of ability to put together a survey team and the necessary equipment for the survey.

Language

Fluency in English is required.

Applicants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the candidate whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight; [70%];

Financial Criteria weight; [30%].

Only candidates obtaining a minimum of 70% of the obtainable 100 points in technical evaluation would be considered for the Financial Evaluation.
