Help – Hilfe zur Selbsthilfe e.V.” (Help) is a German international humanitarian non-profit, non-governmental organization (NGO) based and registered in Bonn, Germany. Help has been operating in Zimbabwe since 1992 and has implemented numerous projects across the country. The types of interventions rendered to date include and not limited to Food Security and Nutrition, Agricultural Rural Development, Micro Enterprise Development and Water and Sanitation and Hygiene. Help also focuses on the strategic support areas of employment creation, skills development, capital provision and market linkages. In 2013, Help in one of its interventions supported egg production and marketing businesses among small scale farmers in Goromonzi District. Women constituted the majority of the registered farmers who received agronomic training in egg production, ISALs and farming business management. Each of the farmers received subsidised capital inputs as a farming business start-up package.

Duties and Responsibilities

Purpose and objective of the impact assessment
The objective of the consultation is to conduct an impact assessment of FaaFB approach developed by Help and the partners (concept) in most Help projects implemented from 2014 onwards including the ones implemented with partners pigad and LCPT and to determine the overall sustainability of FaaFB concept.

The main purpose is to provide an independent assessment of the relevance, impact and outcomes both positive and negative on the FaaFB approach, in order to improve the FaaFB concept design and further implementation. Based on the findings it is envisaged to develop a FaaFB manual in a follow up assignment, that clearly outlines the mode of implementation to harness the full potential of the FaaFB concept.

In order to do so, the consultant should provide Help, pigad and LCPT with useful information, analysis and recommendations on different levels, thereby enabling the organization to engage in effective planning, programming and implementation.

Expected outcomes and deliverables
The consultant is expected to deliver an inception report and a comprehensive impact assessment report in English. Inception report - explaining the methodology, timing and resource allocation. Executive summary of key findings, recommendations and lessons learnt (maximum 5 pages). Comprehensive impact assessment report of the intervention within seven working days (print and electronic version) submitted to Help.

Seven working days after departure a final draft report in English and in user friendly format (print and electronic) should be submitted to Help.

Qualifications and Experience

Required qualifications / experience
A minimum of a Master’s degree in social sciences or other relevant fields with mixed-methods of research experience is required; Experience in data collection through participatory methods and techniques in order to promote consultations with the target groups is a necessity, including the undertaking of back-office analysis (e.g. desk review); Demonstrated experience on conducting research is a must – social scientist; Experienced in gender and children rights; Expert in social science research and experience in working with rural communities; Agriculture background / experience would be an advantage; Language is important!
