Job Description

Location: Lilongwe, Malawi

Background
Oxfam started working in Southern Africa in the 1980s. Since then, we have implemented both development and humanitarian programmes to support practical and innovative ways for people to lift themselves out of poverty.

We work with local stakeholders to find lasting solutions to the root causes which keep people in poverty. Oxfam is currently collaborating with the Government, international and local CSOs, UN Agencies and other stakeholders.
Oxfam envisions Southern African countries to be free of extreme inequality and injustice; a society where citizens and particularly women across all age groups claim and exercise their rights and responsibilities and can influence decisions that affect their lives.
Our regional program aims to promote women’s rights, good governance and accountability, resilient livelihoods, as well as enhance preparedness, reduce vulnerability to disaster and ensure an effective response to humanitarian crises.
Job Purpose
To provide humanitarian response capacity, humanitarian partnership capacity building and provide technical support on humanitarian protection, DRR/Resilience building programmes, and campaigns, advocacy and media work regionally.

Humanitarian Program Manager

Contract type: Fixed Term – 2 years

Duties and Responsibilities

To provide humanitarian response capacity, humanitarian partnership capacity building and provide technical support on humanitarian protection, DRR/Resilience building programmes, and campaigns, advocacy and media work regionally.

Qualifications and Experience

The person
We are looking for an individual who is dynamic, charismatic and credible leader with the following:

ESSENTIAL
• Self-Awareness, Vision Setting, Influencing
• Good understanding of key humanitarian issues, institutions and policy debates linked to different types of emergencies in the region
• Experience of field-level management of complex humanitarian response programmes; and all phases of the project/program cycle, with a good understanding of context, dilemmas, challenges and ways of working.
• Demonstrable skills in gender analysis in humanitarian response or preparedness programming, and a clear understanding of the practical significance of gender issues in humanitarian environments
• Demonstrable experience of policy development in relation to humanitarian response work.
• Experience of identifying training needs and developing and delivering training implementation
• Proven track record of policy/advocacy, influencing government, donors or other organisations through advocacy at regional and international levels.
• Strong experience working in partnership with national and international NGOs and civil society organisations and networks.
• Competency in spoken and written Portuguese will be an added advantage

In addition, an ideal candidate will also have:
• Strong interpersonal skills and ability to build and manage good relationships both internally and externally.
• Ability to work independently and think innovatively and strategically, as well as collaborate within a team, including with colleagues based remotely.
• Ability to work on own initiative, manage complex workloads and deliver outputs to agreed deadlines.
