Job Description

the incumbent will be responsible for: Human Resources Development, Human Resources Administration, Council Administration & Security Services

Duties and Responsibilities

- Leading the recruitment and selection process in line with best recruitment practices
- Resolving any industrial relations matters that may arise in line with the provisions of the Labour Act, Employment Code of Conduct and any other applicable statutory laws to foster a harmonious industrial relations environment.
- To develop and implement the human capital strategy that support the achievement of Council strategic goals
- Management of council assets, both movable and immovable assets
- To facilitate drafting of new Council By-Laws and updating them in line with new legislation and government policy.
- Leading change management and organisational development initiatives in line with the business strategy.
- Management of the Registry and records function for the Council
- Overseeing and managing the Council’s performance management system
- Payroll processing and management
- To administer and supervise the provision of secretarial services to all Council, Council Committees and other meetings.
- Enhance stakeholder engagement platforms
- Evaluation and monitoring of work performance and services provision and responding to crisis management or disputes resolutions
- Any other duties that maybe assigned.

Qualifications and Experience

- A degree from a recognised university in Human Resources, Labour Relations, Administration, Law or any other related equivalent qualifications.
- A Master’s degree in Human Resources or Administration would be an added advantage.
- At least 4 years post qualification working experience in middle level management in human resources or administrative department. Local Government experience is an added advantage.
- The person should be 30 years and mature
- A citizen of Zimbabwe
- A clean criminal and record of service within local government fraternity.
- Clean Class 4 Driver’s Licence is an added advantage.
